Effectively exploiting the Incubator Park in Can Tho

In the afternoon of 7th the March, Mr. Vuong Dinh Hue, Deputy Prime Minister, hold a meeting at Ministry Office on how to remove problems in the organization and operation of  KVIP of Can Tho city.

This Incubator Park project is the result of completely cooperation program between Viet Nam and Korea.  The total investment of this is over US $ 21 million, in which US $3.43 million is from Can Tho’s counterpart funds developing agriculture of Can Tho city and Mekong Delta in general. The KVIP has operated since the 3rd quarter of 2015.

The KVIP is located in Tra Noc 2 Industrial Zone with 4.5 hectares including offices’ blocks, laboratories’ blocks and over 13.000 square meters of experimental blocks. At present, Korea has provided equipment for three majors like mechanical engineering, agricultural product processing and fisheries product processing.

Up to now, Can Tho government has issued all legal framework for the operation of this Incubator Park. However, the government of Korea has not finished the investment policy to send operational specialists and to supply the remaining equipment for scientific research yet.

To encourage enterprises and individuals starting their own businesses as well as creating new products with high value, the Prime Minister issued  Decision No. 1193/QD-TTg on piloting some specialized policies to develop the Incubator Park on tax policy and investment credit. The Decision also  stated that government will support scientific research, train human resources to the Incubator Park.

The Deputy Minister of Science and Technology, Mr. Pham Dai Duong, has valued KVIP of Can Tho city as the largest one in Vietnam. It have been completed quite a lot of infrastructure, equipment for incubating and starting creative business

However, the operation of KVIP has limited up to now, especially in supporting Vietnamese enterprises to register. So far, KVIP has just attracted only 3 enterprises with the investment capital of more than VND 17 billion and occupied an area of 200/ over 13.000 square meters. The reason is lacking of Korean experts’ support as well as equipment in incubation. Moreover, there are some problems related to preferential policies that have not been attained as stated in the Decision No. 1193/QD-TTg of the Prime Minister.

At the end of the meeting, Deputy Prime Minister, Mr. Vuong Dinh Hue, conclused that Korea Viet Nam Incubator Park in Can Tho, a valuable asset of the Mekong Delta and of the whole country, is a component of the  startup ecological system in the context of the decision of operating national one of the Prime Minister and the National Assembly, is going to have the Bill on Supporting small and medium enterprises.

To opeate effectively in the coming time, Deputy Prime Minister, Mr. Vuong Dinh Hue, has assigned the Ministry of Industry and Trade to continue negotiating with Korea to support the finance for buying equipment, to send the experts tranfering the management technology for Incubator Park in Can Tho. Ministry of Industry and Trade should review the contents of the Decision No. 1193/QD-TTg to establish the operation model in the term of self reliant activities linking with domestic enterprises.

Deputy Prime Minister, Mr. Vuong Dinh Hue also assigned the Ministry of  Finance to review the preferential policies on import tax and company income tax suitable with current law to apply to the Incubator Park.

The Ministry of Science and Technology supports consultants on the process of incubating and starting creative business in the relevant fields. Besides, the Incubator Park also needs to have a policy on cooperation with scientific experts from the universities in Can Tho city, to set a database of experts, data on technology, to strenthen communication and promotion inviting the enterprises, the individual in and out of the country.
