Can Tho approves resolution determining tuition fees based on people's affordability

On the morning of April 9th, during the 14th session (special session) of the 10th People's Council of Can Tho City, term 2021-2026, the delegates voted to pass a resolution determining the tuition fees for public preschool and primary education from the academic year 2023-2024.
The delegates voted on important contents during the session.

According to the Proposal of the City People's Committee, on December 8th, 2023, the City People's Council issued Resolution No. 10/2023/NQ-HDND determining the tuition fees for public preschool and primary education for the academic year 2023-2024, estimating a total tuition fee revenue of over 318 billion VND. This tuition fee is higher than the tuition fee prescribed in Decree No. 97/2023/ND-CP amending and supplementing some articles of Decree No. 81/2021/ND-CP dated August 27th, 2021, of the Government on the mechanism of tuition fee collection and management for educational institutions under the national education system, and policies on tuition fee exemption, reduction, and support for learning costs; service prices in the field of education and training (Decree No. 97/2023/ND-CP).

The tuition fee according to Decree No. 97/2023/ND-CP remains stable at the same level as the tuition fee in Resolution No. 04/2021/NQ-HDND dated August 27th, 2021, of the City People's Council determining the tuition fees for public preschool and primary education for the academic year 2021-2022, estimating a total tuition fee revenue of over 79.5 billion VND. The total difference in tuition fee amounts is still higher than the tuition fee under Decree No. 97/2023/ND-CP, amounting to over 238.5 billion VND. The city's budget does not guarantee this additional increase in the difference.

In addition, the City People's Council has also issued Resolution No. 51/NQ-HDND dated December 8th, 2023, regarding tuition fee support for the academic year 2023-2024 (supporting 50% of the tuition fee in Resolution No. 10/2023/NQ-HDND, with an estimated total amount of over 159 billion VND). However, this support does not cover the additional increase in the tuition fee compared to the tuition fee prescribed in Decree No. 97/2023/ND-CP with Resolution No. 10/2023/NQ-HDND. Therefore, citizens still have to pay tuition fees with an estimated total amount of over 159 billion VND. With the proposed tuition fee in effect from the academic year 2023-2024, citizens will only have to pay tuition fees with an estimated total amount of over 79.5 billion VND, which is a tuition fee level that is affordable for the people. Therefore, based on the new tuition fee level, tuition fee support is not necessary.

Mr. Pham Van Hieu - Standing Deputy Secretary of the Party Committee, Chairman of the City People's Council - stated during the session.

During the session, the City People's Council also reviewed and passed other resolutions, including: Personnel allocation for civil servants in the city's agencies and administrative organizations for the year 2024; adjusting the investment policy for the Project of upgrading, renovating, and procuring equipment for the City Disease Control Center and 9 District Health Centers in the city; detailed allocation of mid-term public investment capital plan for the period 2021-2025 in Can Tho City from local budget sources; adjusting and detailing the public investment capital plan for the year 2024 in Can Tho City from local budget sources (phase 2), extending the implementation period and disbursement to 2024, and providing opinions on adjusting the allocation plan for central budget funds in 2024; adjusting the resolution on the allocation of the budget estimate for the year 2024.

Based on the resolutions passed by the City People's Council, Mr. Pham Van Hieu - Standing Deputy Secretary of the Party Committee, Chairman of the City People's Council - urgently requested the City People's Committee to direct the institutionalization process and early implementation of the aforementioned resolutions. This will serve as a basis for guiding and managing the implementation of socio-economic development tasks, as well as ensuring the city's defense and security.

In particular, regarding the projects for upgrading, renovating, and procuring equipment for the City Disease Control Center and 9 District Health Centers in Can Tho City, the Chairman of the City People's Council requested the City People's Committee to focus on directing the relevant agencies, units, and localities to promptly carry out the next steps in accordance with the prescribed legal procedures and ensure that disbursement of central funds must be completed by December 31st, 2024, as stipulated.

During the session, the City People's Council also agreed to relieve the duty of delegate Le Van Thanh, a representative of the Thot Not district People's Council, as he was elected as a member of the Central Party Inspection Committee by the Central Party Executive Committee.

On behalf of the Standing Committee of the City People's Council and as the session's chairman, Mr. Pham Van Hieu acknowledged and expressed gratitude to Mr. Le Van Thanh for his contributions during his time as a representative of the City People's Council, which have greatly contributed to the activities of the City People's Council in particular, and to the socio-economic development and defense and security of the city in general.

Mr. Pham Van Hieu - Standing Deputy Secretary of the Party Committee, Chairman of the City People's Council - presented flowers to express gratitude for Mr. Le Van Thanh's contributions.

The Chairman of the City People's Council trusts that in his new position, Mr. Le Van Thanh will continue to effectively utilize his knowledge, capabilities, expertise, moral qualities, and sense of responsibility to excellently fulfill the assigned tasks. Additionally, he is expected to continue to show interest, monitor, and make significant contributions to the overall development of Can Tho City in the coming period.
