The project is approved in 2016, with 13 main items, divided into two implementation phases: 2016-2018 and 2019-2020. After more than 2 years of operation, 9/13 items have been implemented. Typically, they are traffic directional distribution; maintaining river trading activities through loan support; establishing cooperative models to produce clean agricultural products as the supply for the floating market; collecting garbage for environmental protection; building more floating stalls and public toilets, etc. Currently, phase 2 is being implemented with 4 remaining items: stopover, pier, yacht and floating restaurant.
The representative of Cai Rang District People's Committee said that the implementing process of the project faces many difficulties when the embankment along Hau river project affects some parts of the floating market project and loans support is entangled in many legal issues. Moreover, calling for investment in work items is ineffective, unable to manage the price for taking visitors to the floating market, etc. Cai Rang District recommended all levels and sectors to come up with a more practical solution for traders; establish a management mechanism specifically suitable for the floating market; set up a conservation support fund to facilitate the interaction between local people and investors and son on. In fact, the implementation of the project is still slow, far from achieving the expected results and has yet to create significant breakthrough or strong transformation.
Mr. Truong Quang Hoai Nam said that it is necessary to be careful when evaluating and implementing the project. In order to have appropriate timely solutions, we must collate results before and after the implementation of the project, especially in terms of the number of boats, merchants, flow of goods and environmental impact assessments. Mr. Vice Chairman of Can Tho City People's Committee directed Cai Rang District People's Committee to review and evaluate the implementation process of the project in July, in which there are serious assessments on the number of merchants, tourist services and transportation services taking visitors to the floating market. On this basis, the relevant units will propose specific, feasible solutions and Can Tho city People's Committee will continue to report and submit to the Can Tho city People's Council for new plans as well as breakthrough policies to preserve and promote the potential of floating markets.
