One of the key requirements outlined in the strategy is that cultural diplomacy, alongside political and economic diplomacy, must contribute to achieving the three core foreign policy goals: “security, development, and enhancing status.” The strategy emphasizes a coordinated approach to tasks such as "promoting - integration - communication - advocacy - absorption," aimed at showcasing the land, people, and status of Can Tho City to the global community, while simultaneously preserving and promoting the city’s heritage values. This will contribute to the city’s economic and social development.

The plan includes five key focus areas, with the first being the promotion of cooperation with countries, regional organizations, and international bodies. It highlights the application of digital technology in introducing and promoting the image of Can Tho City’s land and people. The plan calls for effectively implementing international agreements signed by the Can Tho People's Committee with foreign cities and provinces.

The second key focus is the deep and broad integration of culture and other sectors within regional and international forums, stressing the need to leverage programs, projects, and activities within the framework of international cooperation organizations that Can Tho is a member of, such as the International Association of French-Speaking Mayors (AIMF), the Global Network of Resilient Cities, and other specialized cultural organizations.

Regarding cultural promotion, the plan aims to actively host and coordinate numerous international and regional cultural and sports events and annual cultural diplomacy activities. The city will continue to work with global partners to organize programs like International Yoga Day, the Southern Folk Cake Festival, the International Agricultural Fair, and the National Don Ca Tai Tu Festival.

Can Tho also identifies the importance of advocating for, diversifying, and preserving its cultural heritage, including national and international recognition. Additionally, the strategy emphasizes the acquisition of global cultural achievements, focusing on enhancing cooperation and international integration in the cultural field. Plans to review, preserve, restore, and refurbish foreign-influenced cultural sites in the city will also be actively pursued. Furthermore, the town will combat the infiltration of harmful foreign cultural products.
