At the reception, Lieutenant General Ouk Hoeunpisey emphasized the long-standing friendly relationship between Cambodia and Vietnam. He expressed his gratitude towards the leaders and people of Vietnam, particularly Can Tho City, for their continuous support towards Cambodia and its Ministry of National Defense. Over the years, Can Tho City has organized several activities to strengthen the solidarity and friendship between the two countries. Lieutenant General Ouk Hoeunpisey expressed his desire for increased collaboration in education-training and agriculture between the department and Can Tho City in the coming time.

He extended greetings and Tet wishes to the provincial Party Organization, authorities, and people and wished for enduring solidarity, friendship, and cooperation between Cambodia and Vietnam, as well as closer ties between the department and Can Tho City in particular.

The Standing Vice Chairman of Can Tho Municipal People's Committee Duong Tan Hien, expressed his gratitude to Lieutenant General Ouk Hoeunpisey and his delegation for their visit. He highlighted the strong relationship between Vietnam and Cambodia, especially between Can Tho City and the Department of Development under the Cambodian Ministry of National Defense. They maintain a friendly relationship through regular activities such as meetings and mutual support. Currently, Can Tho City is financially supporting five students nominated by the Department of Development under the Cambodian Ministry of National Defense to study at Can Tho University of Medicine and Pharmacy. Vice Chairman Duong Tan Hien wished that the fine neighborliness, traditional friendship, comprehensive, sustainable, and long-term cooperation between Vietnam and Cambodia would keep growing.
