Can Tho assigns socio-economic development plan and state budget estimates for 2024

In the afternoon of December 14th, Chairman of the People's Committee of Can Tho City Tran Viet Truong chaired the Conference assigning socio-economic development plan and state budget estimates for 2024 to departments, branches, and localities. Mr. Tong Van Nhin, Vice Chairman of the Standing Committee of the Vietnam Fatherland Front of Can Tho City also attended.

In 2023, the city's economic growth rate (GRDP) increased by 5.75% compared to 2022, with the total economic scale reaching over VND 118 trillion; the economic structure shifted in the right direction; per capita income reached nearly VND 94.12 million/person/year. Total state budget revenue reached over VND 11 trillion; total social investment capital disbursement is estimated to reach over VND 31 trillion, up 14.41% compared to 2022. The banking system in the city developed stably, with 49 credit institution branches and 7 Credit Funds operating, total capital mobilization reached over VND 115 trillion (up 9.02% compared to the end of 2022), and total outstanding loans are estimated to reach VND 154 trillion (up 8.58% compared to the end of 2022).

The city started the construction of many projects with large investment capital, which are very important foundations for breakthroughs, spillover effects, development momentum, and attraction of investment. Economic development goes hand in hand with progressive social equity and constant improvement in people's living standards. Strengthening, and improving legal institutions, administrative procedure reform, digital transformation, enhancing the effectiveness and efficiency of state management, building clean and strong authorities at all levels; and intensifying judicial, inspection, and anti-corruption work. Consolidating and strengthening national defense and security potential; ensuring political and social stability; ensuring public order and safety in the area; organizing the 2023 Regional Defense Drill as scheduled and ensuring safety according to plan. Thoroughly implementing Resolution No. 22-NQ/TW dated August 30, 2022, of the Politburo on civil defense until 2030 and the following years.

In his remarks at the conference, Chairman of the People's Committee of Can Tho City Tran Viet Truong requested departments, branches and localities to continue thoroughly implementing in an integrated and effective manner the tasks and solutions stated in resolutions of the Politburo, National Assembly and Government, with determination to create clear and practical changes for the city. Successfully and safely organizing a series of events and activities celebrating the 20th anniversary of Can Tho being a city under the Central and welcoming the Year of the Dragon 2024, especially completing on-schedule key projects, and practical tasks celebrating the 20th anniversary; paying attention to stabilizing and improving people's living standards, especially thorough preparations to serve people in celebrating the Lunar New Year of the Dragon in 2024. Proactively coordinating the effective implementation of the Can Tho City Master Plan for the 2021-2030 period with a vision to 2050 as scheduled; effectively implementing the results of the Conference on master plan announcement and investment promotion in 2023, focusing on implementing Memorandums of Understanding on investment cooperation with 44 investors; effectively implementing financial and budget mechanisms, especially issuing municipal government bonds, the Revenue Increase Plan.

In addition, strengthening the management and effective use of public investment capital, speeding up site clearance of key projects in the city; continuing land recovery, compensation, support, and resettlement at new projects; effectively overcoming issues in site clearance, compensation, support, and resettlement to accelerate the completion of resettlement areas and key projects. Assigning the Construction Investment Project Management Board of Can Tho City to focus resources on implementing the Chau Doc - Can Tho - Soc Trang Expressway Project's Phase 1, Component 2 Project to meet requirements on progress and quality, ensuring strict compliance with regulations.

Bringing into play exemplary roles, especially the role and responsibility of leaders at all levels and in all sectors in administrative reform; strictly implementing disciplinary rules and administrative discipline; improving civil servant ethics, sense of responsibility, and service spirit for people, businesses, and investors, including coordination. Capitalizing on the very positive results in national defense and security work, ensuring a safe living environment for people to "An cu lac nghiep" (settle down first then start working) and business, and tourism activities in the city.

Economic and social development targets for 2024.

Economic targets:

1. GRDP growth will be 7.5-8%; of which: agriculture, forestry, and fisheries will increase by 2.5-3%; industry and construction will increase by 9-9.5%; services will increase by 7.8-8.5%; value added tax minus subsidies on products will increase by 6-6.5%.

2. Total regional product (GRDP - current prices) per capita by 2024 will be 104-106 million dong.

3. Economic structure: agriculture, forestry, and fisheries will account for 8.87-8.93%, industry and construction will account for 31.57-31.59%, services will account for 53.13-53.14%, and value-added tax minus subsidies on products will account for 6.37-6.40% of GRDP structure.

4. Total social investment capital is expected to reach 35 trillion dong.

5. Strive to achieve and exceed the state budget revenue target set by the central government.

6. Labor productivity value will be 219-228 million dong; labor productivity growth rate will be 11-15%.

7. The rate of machinery, equipment, and technology renovation will be 12-13%; high-tech products will account for 33-34% of total product value.

8. Urbanization rate will reach 75%.

Social targets:

9. Enrollment rates at appropriate ages: 99.15% of children enroll in kindergarten, 100% enroll in primary school, 95.5% enroll in lower secondary school, strive for at least 86% of lower secondary school graduates enroll in upper secondary school and vocational education.

 10. The proportion of trained labor reaches 83.5%.

 11. Reduce poverty rate by 0.06%, the poverty rate at the end of 2024 will be 0.15%.

 12. The number of doctors per 10,000 people reaches 18.02.

 13. Health insurance coverage rate reaches 93.55%; social insurance participation rate is mandatory: 100%; unemployment insurance participation rate: 100%; voluntary social insurance participation rate: 4.2%.

 14. Recognize 5 communes achieving new rural standards and 2 communes achieving advanced new rural standards (strive to recognize 4 communes achieving exemplary new rural standards).

Environmental targets:

15. The proportion of households with access to clean water is 97.33%, of which urban areas reach 99.6%, and rural areas reach 94%.

16. The rate of solid waste collection and treatment in urban areas is 98.9%.

Party-building targets:

17. The proportion of party members satisfactorily completing duties reaches 80% or more of total evaluated party members; recruit 1,600 or more party members.

18. The proportion of the people participating in political and socio-political organizations reaches over 74% of the population of working age.

National defense and security targets:

19. The proportion of communes, wards, and towns meeting standards of "Security and social order" and "Three Absences: no crimes, no drugs, no prostitution" reaches 75% or more.
