Can Tho City enhances the quality of administrative reform and delve deeply into digital transformation

On the afternoon of August 24th, the People's Committee of Can Tho City organized a conference to review the first 6 months' work of 2023 by the Steering Committee of Can Tho City on Administrative Reform and Digital Transformation, in accordance with Government Project 06. The conference evaluated various matters directly related to administrative reform, digital transformation activities, and the implementation of Government Project 06 for Can Tho City. Mr. Tran Viet Truong, Chairman of the People's Committee of Can Tho City, Head of the Steering Committee on Administrative Reform and Digital Transformation, and Leader of Project 06 Task Force, presided over the conference and provided directives.

Over the past six months, significant positive outcomes have been achieved in the fields of administrative reform, digital transformation, and the implementation of Government Project 06 throughout the city. Notably, Can Tho City's 2022 Provincial Digital Transformation Index ranked 5th out of 63 provinces and cities nationwide, a 10-rank improvement compared to 2021. The city's Administrative Procedure Information System was upgraded with enhanced citizen support features, earning it the title of "Highest Quality among the 63 provinces and cities nationwide."

The city reviewed and streamlined seven administrative procedures, achieving 100% of the set plan and saving over 593 million VND. Additionally, 42 out of 68 tasks from the 2023 Administrative Reform Action Plan were implemented. Furthermore, the dedicated platform "Can Tho City Digital Transformation" is regularly updated with content related to the city's digital transformation efforts. The city organized the "Assessment of Information Technology Application and Digital Transformation Capacity 2023" competition, with participation from over 550 leaders from various specialized agencies under the People's Committees of the city, districts, towns, communes, wards, and townships.

Several sectors have intensified digital transformation activities, including piloting the electronic health record system in the healthcare sector, implementing cashless payments at healthcare and educational institutions across the city, the "Market 4.0" model, the installation of the VNeID digital identification platform, deployment of essential public services and online public service provision. The digitization rate of records, administrative procedure resolution results, quality, and efficiency are continually improving...

Regarding the implementation of Project 06, the public security force has focused on resolutely carrying out the task of cleaning up population data. The completion of the collection of electronic chip-embedded citizen identification documents for 100% of citizens within the city's jurisdiction has been achieved. Coordination with relevant units to maximize the role of the Task Force as a standing agency in the execution of Project 06 has also been carried out. Simultaneously, the Department of Information and Communications has established connections and data sharing between the Administrative Procedure Information System of the city and the national population database. The Department of Justice has digitized household registration records, and reviewed, cross-referenced, updated, and synchronized data between registered household records and population data in accordance with their authority. The Department of Labor, Invalids, and Social Affairs has updated data on social welfare beneficiaries (with 42,156 beneficiaries updated, achieving a 100% rate; 118,751 out of 155,321 children with interconnected identification codes in the population management database, achieving a 76.46% rate, ranking 13th out of 63 provinces and cities nationwide). The department aims to establish social security accounts for social welfare beneficiaries and implement non-cash payments. The city's Social Insurance Agency has effectively promoted awareness among citizens possessing Health Insurance Cards that have been linked with chip-embedded citizen identification documents using the VneID application. This facilitates seamless verification of information with the national population database, thereby facilitating medical treatment under health insurance.

However, alongside the achieved results, the city still faces difficulties and limitations. The sustainability of the city's administrative reform outcomes is lacking, especially in terms of administrative reform indices, which experience frequent fluctuations in scores/rankings and lack stability. Data connection and sharing are only in preliminary stages, with data from various sectors remaining disparate, lacking integration and synchronization. The percentage of online public service files remains low compared to requirements. Human resources for managing and implementing digital transformation are limited in terms of both quantity and expertise. Funding for digital transformation remains insufficient.

Comprehensive, synchronized, and simultaneous execution of the three tasks is essential.

The Chairman of the People's Committee of Can Tho City, Tran Viet Truong, recognizes that administrative reform, digital transformation, and the development of population data applications, identification, and electronic authentication are closely interconnected tasks. While they might appear as distinct and separate tasks in specific terms, they form a unified whole when viewed comprehensively. Therefore, it is necessary to simultaneously implement the three tasks of Administrative Reform, Digital Transformation, and Project 06 in a synchronized manner in order to achieve a significant and far-reaching transformation. The city's success in digital transformation relies on ensuring comprehensive, synchronized, and interconnected administrative reform and data establishment.

According to Mr. Tran Viet Truong, the biggest challenge in digital transformation is to focus on resolving the establishment, standardization, connection, integration, and sharing of data throughout the entire digital governance information system. This entails ensuring that departments, sectors, districts, communes, wards, and towns can conveniently utilize interconnected data and application platforms that have been and will be invested in. The goal is to provide citizens and businesses with genuinely useful and substantial application tools. One of the most crucial measures of the effectiveness of digital transformation is the satisfaction of citizens in accessing and using public services.

Digital transformation serves as a strong driving force for economic and social development.

To catalyze significant progress in digital transformation in the upcoming period, Mr. Tran Viet Truong proposes that the city's Steering Committee, departments, sectors, and districts within the city's jurisdiction focus on studying and developing the Can Tho City Digital Transformation Strategy up to 2025 and its orientation towards 2030. This strategy should establish a long-term and sustainable development direction for digital transformation in Can Tho City across all three pillars: Digital Governance, Digital Economy, and Digital Society. The aim is to leverage digital transformation as a potent catalyst for robust economic and social development in Can Tho City in the times ahead.

Advancing investment in the construction of the Can Tho Software Park (a concentrated Information Technology Park), supporting the establishment of an innovative and entrepreneurial ecosystem in the fields of information technology and digital technology in Can Tho City, laying the foundation for the development of the software and digital technology industry in the city in the coming years.

Maximizing the leading role in the digital transformation of those at the helm of organizations and agencies within the entire political system of the city. Enhancing the digital workforce for the city's specialized agencies in charge of digital transformation. Strengthening and establishing community digital teams, with youth organizations at various levels being the core vanguard force.

In terms of administrative reform, the Chairman of the People's Committee of the city emphasizes the need for leaders at all levels and in various sectors to consistently supervise, monitor, and urge strict adherence to processing work within specified timeframes while ensuring quality and efficiency. Bolstering and innovating the quality of advisory work in drafting normative legal documents. Organizing reviews and simplifying administrative procedures. Actively providing counsel for the formulation of specific policies in accordance with Resolution No. 45/2022/QH15 of the National Assembly.

Ensuring population data is "accurate, sufficient, clean, and up-to-date."

The Chairman of the City's People's Committee emphasized that throughout the implementation of Project 06, leaders at all levels within organizations, units, and localities must clearly define responsibilities and demonstrate their roles in leadership, guidance, and dedication to each official, civil servant, and officer regarding the significance and importance of Project 06. The Public security force will continue to effectively serve as a standing advisory body for the execution of tasks under Project 06. Enhancing the leadership role of Party committees and local authorities in monitoring and urging the progress of Project 06's tasks; leveraging the comprehensive strength of the entire political system to elevate the awareness and sense of responsibility among leaders of organizations, units, and localities regarding the implementation of Project 06.

Conference atmosphere.

The city's public security is researching to provide solutions for the implementation of pilot models applying utilities developed from the national population database platform, citizen identification documents, and electronic authentication within the city. Local public security maintains regular activities of reviewing, updating, and supplementing information to ensure population data is "accurate, sufficient, clean, and up-to-date"; they expedite the process to ensure data cleansing is carried out consistently and in the long term.

Furthermore, Mr. Tran Viet Truong assigned sectors at all levels to continue implementing tasks according to the Project 06 implementation plan, closely tracking monthly progress to achieve effective outcomes. Regular inspections, monitoring, and reviews of results and task contents will be conducted, comparing them against specific targets and objectives of Project 06 and the practical situation of the locality. This will allow for updates and adjustments to deployment efforts to be aligned and effective. Sectors at all levels will continue to implement online public services, reviewing and proposing suitable online public services for integrated implementation and provision on the National Public Service Portal. Accelerating the digitization progress of records and results of administrative procedure resolution, monitoring, and urging the digitization of records and results of administrative procedure resolution at district and commune-level One-Stop office and essential public services as required.

The Chairman of the Can Tho City People's Committee affirmed that administrative reform and digital transformation are not only trends that the city has identified as necessary tasks, but they also reflect determination and efforts to achieve the outlined objectives and contribute to the completion of the city's economic and social development goals.
