The plan aims to effectively and practically develop tourism in Can Tho City, making it a key economic sector. Accordingly, the plan focuses on eight main points. First, Promote and restructure the city's tourism industry towards professionalism, modernity, high-quality, and sustainability. Second, focus on tourism promotion and cooperation to develop the tourist market. Third, invest in tourism infrastructure in a synchronous, professional, modern, and environmentally friendly direction. Fourth, develop tourism products in a diverse, unique, high-quality direction, suitable to market needs. Fifth, focus on building and perfecting mechanisms and policies to support businesses. Sixth, improve and develop human resources. Seventh, improve the effectiveness and efficiency of state management and build a safe and friendly tourism environment. Eighth, Strengthen the digital transformation of the city's tourism sector.

Specifically, the city focuses on restructuring tourism product development, and tourism promotion towards the high-end segment; developing and implementing a plan to develop a professional, high-quality, modern tourism brand, associated with the image identity of prestigious international brands; building tourism brands for some typical tourist destinations in the city; proposing policies and solutions to develop eco-tourism, river-borne tourism, agricultural tourism, MICE tourism, cultural tourism,...; implementing the Green Tourism Action Program for 2023-2025 period to protect the natural and social environment at key tourist destinations according to the orientation “Green, clean, beautiful, civilized, friendly tourist destination”.

The Department of Culture, Sports and Tourism of Can Tho City will be the presiding agency and coordinate with relevant agencies and units to execute the plan and advise Can Tho municipal People's Committee to develop and promulgate support policies to accelerate tourism development; report to Can Tho municipal People's Committee every six months. Relevant departments, People's Committees of districts, tourism associations, and relevant agencies will work together and carry out assigned tasks and develop action plans for each unit.
