The People's Committee of Ninh Kieu District, in coordination with the Can Tho Municipal Department of Culture, Sports, and Tourism chaired the event with the goal of creating a tourism highlight for Ninh Kieu District and Can Tho City, specifically for MICE tourism and river tourism. This is also an opportunity to promote traditional cultural values and typical tourism products of Can Tho. Moreover, the event aims to celebrate the 20th anniversary of Can Tho becoming a centrally-run city (2004 - 2024) and the 20th anniversary of the establishment of Ninh Kieu district.
The opening ceremony for the event will be held at Rach Cai Khe stage on December 28, 2023, at 7:00 p.m. This will be a city-level event and is expected to be of a large scale. On January 5, the closing ceremony will take place at the Hall of the People's Committee of Ninh Kieu District at 2:00 p.m.

Within the framework of the event, several activities are scheduled to take place, including an exhibition of 160 floral lanterns, a light art performance on the river, releasing flower lanterns on the river, booths to promote tourism and sell traditional products, and a booth to demonstrate Southern folk cake and cuisine.
The festival will create a joyful and exciting ambiance for both locals and tourists who visit Ninh Kieu district, especially Can Tho City, during the New Year. Additionally, the festival is being held to celebrate the 20th anniversary of Can Tho becoming a centrally-run city (2004 - 2024).
