Launching the Action Month for Occupational Safety and Hygiene and the Workers’ Month 2023

On the morning of April 25th, at Binh Thuy district square, the People's Committee of Can Tho City organized the launching ceremony for the Action Month for Occupational Safety and Hygiene in 2023, with the theme "Enhancing the formulation of safe working procedures and methods, improving working conditions, and reducing stress in the workplace" and the Workers' Month 2023 with the theme "Connecting Workers, Building Organizations".
Mr. Pham Van Hieu, Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council, and Mr. Nguyen Thuc Hien, Vice Chairman of the City People's Committee and Head of the Steering Committee for the Action Month for Occupational Safety and Hygiene, presented gifts to workers who suffered occupational accidents at the ceremony.

In attendance were Mr. Pham Van Hieu, Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Mr. Nguyen Thanh Dong, Vice Chairman of the City People's Council; Mr. Nguyen Thuc Hien, Vice Chairman of the City People's Committee and Head of the Steering Committee for the Month of Action for Occupational Safety and Health; leaders of departments, sectors, and local authorities; as well as 500 workers, officials, and youth union members.

In 2022, the work of occupational safety and health and support for workers in Can Tho City has been actively responded to by levels of government, sectors, enterprises, and people. However, the city still experiences occupational accidents and issues that require attention. Losses of human life and material damage due to occupational accidents and occupational diseases still exist, causing mental and physical pain for the families of workers. The challenges and risks in the work of occupational safety and health are still increasing. Meanwhile, a portion of employers have not yet realized and paid attention to investing at the proper level; many workers have not received safety and health training, knowledge, skills, and industrial etiquette are still limited.

During the ceremony, Mr. Nguyen Thuc Hien - Vice Chairman of the People's Committee of the City, Head of the Steering Committee for the Month of Action on Occupational Safety and Health of the City - suggested that the departments, committees, and sectors in the City, as well as the district and commune-level People's Committees, depending on the actual situation in their own localities, departments, sectors should organize a meeting or practical activities to respond to and be consistent with the theme and content of the Month of Action on Occupational Safety and Health and the Workers' Month 2023, which are appropriate, effective, and safe according to the set themes.

Mr. Nguyen Thuc Hien, Vice Chairman of the People's Committee of the City, and Head of the Steering Committee for the Action Month on Occupational Safety and Hygiene, made a speech at the ceremony.

In addition, there will be propaganda and guidance for businesses and establishments to enhance the formulation and implementation of methods to reduce occupational safety and health risks, prevent occupational accidents and diseases, and improve working conditions at the workplace. Interdisciplinary inspection teams will be organized to inspect and examine certain sectors and areas where occupational accidents are prevalent, such as construction, work in confined spaces, safe use of electricity, pressure equipment, chemicals, and the use of machinery, equipment, and materials that require strict occupational safety requirements… Self-inspection and review of occupational safety and health regulations and procedures in businesses, factories, and workshops will be intensified. Training on occupational safety and health will be provided for employers and employees of businesses and production establishments in the city, and visits will be organized for victims and families of occupational accidents and occupational diseases, as well as for workers facing difficult circumstances. Commendations and rewards will be given to teams and individuals with outstanding achievements in occupational safety and health during the month of action for occupational safety and hygiene.

Businesses, production establishments, and workers in the city need to promote the application of information technology solutions in assessing and controlling hazardous and harmful factors at the workplace. This includes strengthening self-assessment of risks and hazards associated with each type of machinery, equipment, and materials that have strict requirements for occupational safety and health, in order to prevent and reduce occupational accidents, and occupational diseases, and promote a culture of safety in the workplace. Initiatives such as launching campaigns, signing voluntary agreements to ensure safety and health in workshops, teams, and units, organizing competitions and initiatives to improve working conditions, and reduce occupational accidents and diseases should also be encouraged.

The Party committees and government leaders, as well as businesses operating in the city, need to correctly and promptly implement the regulations and policies for workers; regularly meet, listen to and engage in dialogue with workers, promptly resolve issues that workers are concerned about and frustrated with, focusing on long-standing issues such as housing for workers in industrial zones, preschools and schools, culture, entertainment, and working conditions; enhance the role and responsibilities of unions at all levels in guiding the implementation of Resolution 7c/NQ-BCH dated 25/2/2016 of the Vietnam General Confederation of Labour on "Quality of mid-shift meals for workers."

Mr. Pham Van Hieu, Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council, and Mrs. Le Thi Suong Mai, Chairwoman of the City Labor Union, presented a union house to representatives of workers' families facing difficulties.

The Vice Chairman of the People's Committee of the city also proposed that all levels of unions should implement solutions to take good care of the material and spiritual lives of workers, understand their aspirations, and timely address their suggestions and proposals. Furthermore, they should launch a high-level competition to create achievements to celebrate the month of workers and the month of action for occupational safety and health, commemorate the 94th anniversary of the founding day of the Vietnam General Confederation of Labour  (July 28th, 1929 - July 28th, 2023), as well as other significant national holidays.

The agencies and media organizations operating in the city should enhance their information and communication activities to promote the Month of Occupational Safety and Health/Hygiene and the Month of Workers in 2023. They should provide information on initiatives and the application of information technology to improve working conditions and share outstanding organizational and individual initiatives in ensuring occupational safety and health.

During the ceremony, the organizing committee presented 12 union houses, hundreds of gifts for workers in difficult circumstances, and many scholarships for the children of workers in difficult circumstances.
