The conference has received the attention of many researchers with more than 35 discourses. Besides the plenary session, the workshop took place in 3 sessions with 3 sub-committees discussing in-depth topics such as land-use planning and land-use plans; land recovery, compensation, support, resettlement and requisition of land use rights; the regime of land ownership; land finance, land prices and resolution of land disputes.

Speaking at the seminar, Prof. Dr. Ha Thanh Toan, Rector of Can Tho University stressed that the seminar is not only scientifically meaningful to serve the goal of contributing experts’ opinions to revise the upcoming Draft Land Law but also create a bridge between researchers and practitioners in policy and law development, aiming to bridge theory and practice in the legal field.  

Seminar on the amendment of land law in the integration period.

On June 16, 2022, Resolution No. 18-NQ/TW was issued by the fifth plenum of the Party Central Party regarding ongoing innovation and improvement in regulatory institutions and policies; enhancement of efficiency and effectiveness in management and use of land, serving as the driving force in developing our country into a high-income economy. Mr. Tran Viet Truong, Chairman of Can Tho City People's Committee, stressed that the Resolution focuses on promoting the inherent potential of the land to develop the country's economy in the transition period.

From Can Tho city’s actual situation of land management and use, Chairman Tran Viet Truong summarized several main contents in a presentation that need to be revised in the draft Land Law such as Provincial land-use planning; land recovery, compensation, support, resettlement; land conversion mechanism; creation of a land fund for land management; land-use change; land price determination; land acquisition; compensation for lost assets and sources of livelihoods earning including crops and livestock.

Chairman Tran Viet Truong hoped to receive useful, practical, and feasible ideas from experts, scientists, and researchers for improving the draft Land Law (amended) to submit to the National Assembly for the promulgation of the Land Law which promptly overcome the limitations and obstacles of the 2013 Land Law, at the same time, create favorable conditions for the implementation of the Land Law in line with the national actual situation.

Suggestions and contributions at the scientific seminar will be recorded, aggregated, and sent to the competent authorities for consideration and supplementation in the near future.
