According to the Naval Technical Department, in 2023 with the motto of "Responsibility, proactivity, flexibility, innovation and creativity", the Naval Technical Department and the aforementioned Publicity and Education Departments of 8 provinces and cities have comprehensively implemented the contents of the coordination plan for propaganda work on the sea, islands, and borders, with many new and creative approaches, effectively contributing to enhancing the overall strength and firmly protecting the sacred sovereignty of the sea, islands, and borders of the Motherland.

The localities continued to organize well movements and campaigns on the sea and islands such as The "Sentiment at the Border, Sea and Islands" Movement for the 2019-2023 period; organizing the "Journey for the Sea and Islands of the Homeland" initiated by the Central Committee Youth Union; exhibitions of maps and archives on the sea, islands and borders; activities in response to the "Fund for the Sea and Islands of the Homeland", supporting the "Make Truong Sa Green"; activities in response to Vietnam Sea and Island Week and World Ocean Day.

In addition, localities have actively participated in and coordinated to organize scientific contests and seminars on topics of sea, islands, and borders such as The contest "My Homeland's Borders", the 2nd "Homeland by the Waves" photo contest of art initiated by the Central Publicity and Education Department; the Mobile Propaganda Contest "Vietnam's Sea and Islands" organized by the Ministry of Culture, Sports and Tourism; the contest to learn about "50 years of fighting against the American imperialist blockade of rivers and seas in the North with mines and magnetic bombs" organized by the Navy. Through these contests, art festivals, music festivals, and people's art festivals, hundreds of musical works, poems, reportages, paintings, and artworks on the themes of the sea, islands, and navy soldiers have been created.

Regarding Can Tho City, Mr. Pham Van Hieu - Permanent Deputy Secretary of the City Party Committee, Chairman of the City People's Council - said that although Can Tho City is not a locality bordering the sea or having a borderline, there is a deep understanding of the particular importance and significance of work on the sea, islands, and borders for the cause of national construction and defense in general, and socio-economic development, culture and security of the locality in particular.

According to Mr. Pham Van Hieu, recently, the Can Tho City Party Committee has focused on directing, deploying, disseminating and seriously propagating the Party and State's orientations, viewpoints, and strategic directions on the sea, islands, and borders in a timely manner; from which, the leadership, direction and orientation of propaganda work on the sea, islands and borders have been paid attention to and seriously implemented by party committees and authorities at all levels, going deeper and becoming more effective over time.

Mr. Pham Van Hieu, Permanent Deputy Secretary of the City Party Committee, Chairman of the Can Tho City People's Council, spoke at the conference.

The City Party Committee also focused on directing and comprehensively deploying the contents according to the coordination plan for propaganda work on the sea, islands, and borders with flexible forms and methods suitable to the practical situation; at the same time, proactively refuting wrong viewpoints, propaganda discourses and distortions of hostile and reactionary forces; creating high unity and consensus in society; maintaining political security and social order and safety, contributing to creating favorable conditions for promoting socio-economic development and improving people's living standards.

Speaking at the conference, Rear Admiral Hoang Hong Ha, Deputy Commander of the Navy, proposed that in the coming time, for coordination in propaganda work on the sea, islands, and borders to be effective, units need to closely follow 5 important contents, including: Selecting appropriate content and forms of propaganda for targets; selecting, training and using a team of reporters; close coordination between the Naval Technical Department and Publicity and Education Departments of localities; focusing propaganda in a focused, flexible, proactive and practical manner to achieve high effectiveness; and bringing into play the comprehensive strength of various forms of propaganda, contributing to taking coordination in propaganda work on the sea, islands, and borders deeper and with greater impact and effectiveness.

At the Conference, there was also a signing ceremony for the 2024 coordination plan for propaganda work on the sea and islands between the Naval Technical Department and Publicity and Education Departments of provinces and cities. On this occasion, the Navy Command awarded Certificates of Merit to 10 collectives and 10 individuals for outstanding achievements in coordination in propaganda work on the sea, islands, and borders in 2023.
