The 11th Delegate Congress of the Can Tho City Trade Union, term 2023-2028

On the morning of August 9th, in the Hall of the Can Tho City Party Committee, the 11th Delegate Congress of the Can Tho City Trade Union, term 2023-2028, was convened a solemnly session. This congress was chosen by the Vietnam General Confederation of Labor to be a model congress for the cities directly under the Central Government.
The Chairman of the Vietnam General Confederation of Labor and the Secretary of the Can Tho City Party Committee presented flowers to extend congratulations to the Executive Committee of the Can Tho City Trade Union, term 2023-2028.

Attending the Congress were Central Party Committee Members, Chairman of the Vietnam General Confederation of Labor Mr. Nguyen Dinh Khang; Mr. Nguyen Van Hieu, Central Party Committee Alternate Member, Secretary of the Can Tho City Party Committee; Mr. Tran Viet Truong, Chairman of the Can Tho City People's Committee; city leaders from various terms, along with 257 official delegates representing over 82,000 union members and workers within the territory of Can Tho City.

During the 2018-2023 term, the city trade union levels underwent substantial reforms in both content and operational approaches, focusing on grassroots orientation, closely aligning with the objectives and guiding principles set forth in Resolution No. 02-NQ/TW dated June 12, 2021, issued by the Politburo, regarding the "Renewal of the organization and activities of the Vietnam Trade Union in the new situation." The functions of representation, safeguarding legitimate rights and interests of members and workers were consistently strengthened, resulting in tangible benefits, motivating enthusiastic labor emulation among workers, officials, and laborers, encouraging excellence in work, and fostering creativity.

The movements of patriotic emulation have been widely and deeply implemented through diverse and rich in forms, closely linked to the political tasks of localities, units, and enterprises, resulting in tangible outcomes. As a result, numerous collectives and individuals with outstanding achievements have been honored and rewarded; the role, position, and responsibilities of the trade union organization have been increasingly affirmed and enhanced. The emulation work has been carried out in various areas, including construction projects, products, research topics, and initiatives, attracting active participation from a large number of members, workers, officials, and laborers.

Social welfare activities, support, care, and the improvement of the material and spiritual lives of members and workers have received attention. This has been achieved through practical programs and activities with profound significance. Proactive and constructive cooperation with government levels has been emphasized, engaging in state and socio-economic management, and effectively implementing democratic mechanisms at the grassroots level. Dialogues and negotiations have been organized to reach collective labor agreements, contributing to ensuring regimes and policies, enhancing welfare and ensuring social security for workers. This also promotes the development of production and business, and the establishment of harmonious, stable, and progressive labor relations. The work of developing members and establishing grassroots trade unions has made significant progress, exceeding the targets set by Congress's resolutions. Many mature cadres have been introduced to the Party from the workers' movement and trade union activities. Reviewing and admitting more than 3,000 outstanding union members with working-class backgrounds into the Party has contributed to enhancing the leadership capabilities and fighting spirit of the Party organization.

In addition to the achieved results, during the past term, there were limitations, such as The work of developing union members and establishing grassroots trade unions, although meeting the targets set by the Congress's resolutions, still did not fully correspond to the potential of the city. The annual emulation movements primarily focused on administrative areas, yet they have not been fully leveraged within grassroots trade unions outside the state sector. In certain places, these movements have not been aligned with the political tasks of agencies, units, and enterprises, and the rate of commendation for direct production workers remains low. The oversight, supervision, urging, reminder, and vocational guidance for lower-level trade unions have sometimes been untimely. There haven't been many effective measures to collaborate with state management agencies in solving some difficulties and grievances of workers.

In the 2023-2028 term, the Can Tho City Trade Union strives to achieve a membership of over 100,000 union members. At least 65% of workers in enterprises will participate in advanced education to enhance their qualifications and professional skills. At least 75% of cases involving union members seeking consultation or litigation about legitimate rights and interests will have union representation participating or receiving union support. Particularly, 100% of grassroots trade unions in state-owned enterprises and 80% or more of grassroots trade unions in non-state-owned enterprises will engage in negotiation and sign collective labor agreements (among which, at least 35% of collective labor agreements will achieve Type A classification, and 80% or more of collective labor agreements will have content more beneficial to workers). Additionally, 25,000 projects, emulation products, research initiatives, and technical improvements will be carried out. The construction of a union organizational culture will be established, along with the construction and renovation of 250 "Union Shelter" houses.

Mr. Nguyen Van Hieu, Alternate Member of the Central Party Committee, Secretary of the Can Tho City Party Committee, delivered directives at the Congress.

In his directive at the Congress, Mr. Nguyen Dinh Khang, Chairman of the Vietnam General Confederation of Labor, emphasized: Can Tho is one of the five cities directly under the Central Government, playing a pivotal role as the center and driving force for the development of the Mekong Delta region. In recent years, Can Tho's socio-economic achievements have been significant. The Gross Regional Domestic Product (GRDP) in 2022 increased by 12.64%, marking the highest growth rate to date. The city's growth rate ranks within the top 10 nationally and second in the Mekong Delta region, among the five cities directly under the Central Government.

For several consecutive years, Can Tho has maintained its position among the top 15 provinces nationwide in terms of Provincial Competitiveness Index (PCI). In these successes, the contributions of the workforce, officials, laborers, and all levels of trade unions throughout the city have been highly significant. The trade unions at all levels have closely engaged with the grassroots, strengthened information gathering, conducted meetings, and listened to the opinions of the workers. Simultaneously, they have collaborated with experts to promptly address the suggestions, concerns, and aspirations of the labor force.

The caring activities for union members and laborers have achieved significant results, providing timely support and care to over 29,000 affected by the COVID-19 pandemic. This has encouraged stable thinking, reinforced confidence, and accompanied units in overcoming difficulties. The program "1 Million Innovations - Efforts to Overcome Challenges, Creativity, Determination to Defeat the Covid-19 Pandemic," initiated by the Vietnam General Confederation of Labor, achieved 134% of its target with over 12,000 updated innovations.

To achieve the set goals in the upcoming term, Chairman Nguyen Dinh Khang of the Vietnam General Confederation of Labor directed that the Can Tho City Trade Union focus on efficiently implementing Action Program No. 02 of the Vietnam General Confederation of Labor is designed to implement the resolutions of the 13th Party's National Congress and Resolution No. 02 of the Politburo, "Renewal of the organization and activities of the Vietnam Trade Union in the new situation." adapted to the city's specific characteristics. Additionally, the focus should be on effectively representing and safeguarding the legitimate rights and interests of union members and laborers. Particularly, providing expertise to the city in formulating policies to support union members and laborers, especially meeting essential needs such as housing, childcare, cultural facilities, sports facilities, and more. Diverse and effective activities for the benefit of union members should be developed. Building, signing, and implementing cooperative agreements to provide welfare and benefits to union members and laborers should also be prioritized.

Simultaneously, effectively organizes patriotic emulation movements among officials, union members, workers, employees, and laborers with content and methods suitable for each type of grassroots, sector, and target. Honor and propagate exemplary and advanced models, developing new effective methods and approaches for replication. Furthermore, constant attention is given to innovating the organization, content, and methods of trade union activities; focusing on developing union members and establishing grassroots trade unions outside the state sector; linking this with enhancing the quality of trade union activities and building a strong and resilient trade union organization.

At the Congress, Alternate Central Party Committee Member and Secretary of the Can Tho City Party Committee, Nguyen Van Hieu, stated: Can Tho City is currently implementing the investment and construction project for the infrastructure of Phase 1 of the Vinh Thanh Industrial Park (VSIP Can Tho). Upon its completion, the project will have a significant ripple effect in the region, attracting thousands of workers to address labor and employment issues in Can Tho specifically, and the Mekong Delta region as a whole.

Therefore, during the 2023-2028 term, the Can Tho City Trade Union needs to gather and attract workers to actively participate in labor productivity emulation movements to contribute to promoting development. Strengthening the work of developing and recruiting union members also plays a role in ensuring the robust development of the trade union organization.

Le Thi Suong Mai has been reelected as the Chairwoman of the Can Tho City Labor Confederation for the 2023-2028 term.

The Congress has elected the 11th Executive Committee of the Can Tho City Labor Confederation, consisting of 33 members, and the 11-member Standing Committee. Le Thi Suong Mai was reelected as the Chairwoman of the Can Tho City Labor Confederation for the 2023-2028 term, alongside three Vice-Chairpersons namely Huynh Thi Hien, Doan Van Dung, and Nguyen Ngoc Tan. Mr. Doan Van Dung was elected as the Chairman of the Inspection Committee of the Can Tho City Labor Confederation for the 2023-2028 term. The Congress also elected delegates to attend the 13th National Congress of the Vietnam Trade Union, including 10 official delegates and 2 alternate delegates.
