The conference was attended by the leaders of the five cities directly under the Central Government: Hanoi, Hai Phong, Da Nang, Ho Chi Minh City, Can Tho, as well as relevant agencies and units.

In his opening address at the conference, Mr. Tran Viet Truong, Chairman of the People's Committee of Can Tho City, highlighted that under the guidance of the Party Committees and People's Committees of the cities, and with the combined efforts of the business community and the unity of the people, the cities within the emulation cluster have energetically and systematically executed a variety of solutions. They have also organized patriotic emulation movements, fostering a vibrant atmosphere of competition in various sectors and levels, mobilizing the strength of the entire political system, and demonstrating a determination to overcome difficulties and challenges in order to achieve the set targets for socio-economic development, national defense, and security. Several socio-economic indicators have been met and exceeded, such as economic growth rate, export turnover, total budget revenue, economic restructuring, multidimensional poverty reduction, and employment targets.

According to Mr. Tran Viet Truong, the patriotic emulation movement of the cities within the emulation cluster has been implemented with specific content and criteria that closely align with the political tasks, are appropriate to the practical situation of each locality, and are in accordance with the guidance of the Central Council for Emulation and Reward and the Central Emulation and Reward Committee. The leaders of these cities has consistently shown timely attention to guiding the emulation and reward work, ensuring objectivity, transparency, and effectiveness in setting examples. The rate of recognizing direct labor contributions is elevated; commendation for specific achievements is emphasized; the recognition of exceptional efforts is promptly rewarded, contributing to encouragement and highlighting exemplary figures of advancement, goodness, and positive actions...

During today's conference, the cities within the emulation cluster focused on discussing and harmonizing the draft joint report on the results of implementing the emulation and reward tasks for the first six months of 2023. The conference also aims to set the direction for the tasks in the remaining six months of the year. It serves as an occasion for the units within the emulation cluster to engage in exchange, learning, and sharing of experiences in implementing emulation movements, and to further enhance the robust development of the emulation movement among the five cities. This collective effort contributes to the successful implementation of the resolutions of the 13th National Party Congress, thereby actively contributing to the nation's achievements.

The year 2023 marks the third year of implementing the Socio-Economic Development Plan, National Defense, and Security for the 2021-2025 period—a highly significant year. The cities are carrying out the resolutions of the National Party Congress and the Party Congresses at the city level. Right from the beginning of the year, the five cities have vigorously launched and promoted the emulation movement based on the government's action motto of "Solidarity in discipline, flexibility, innovation-creativity, timeliness-effectiveness." This is closely tied to successfully fulfilling the political tasks of each locality, actively striving to exceed the targets set for 2023 and the objectives of the 5-year plan (2021-2025).

According to the report, during the first six months of 2023, the cities have issued directives on renovating the emulation and reward work, as well as improving the detection and nurturing of role models in good deeds and excellence. They have focused on promoting the achievements of advanced individuals and new contributors in various emulation movements. This has led to the spread of positive influences throughout the community, encouraging all segments of the population to enthusiastically engage in emulation efforts, overcome challenges, and strive to complete the tasks and targets of the year 2023.

In addition, the cities have issued directives, plans, and action programs to implement the key tasks of socio-economic development and national defense and security in 2023. Alongside the implementation of the emulation movements initiated by the Prime Minister, the cities have also focused on launching emulation movements tied to the achievement of economic, social, defense, and security objectives at the local level. They have continued to innovate in content, methods, and enhance the quality and solutions in organizing emulation movements.

Alongside the thematic emulation movements of the year, the cities have launched emulation movements tied to critical tasks, focusing on urgent, difficult, and complex issues within each sector, locality, organization, and unit. Concurrently, the cities are implementing the "Studying and Following the Thought, Morals, and Style of Ho Chi Minh" campaign; organizing prominent patriotic emulation movements such as the special campaign "National Unity, Joint Efforts, Determination to Prevent, Control, and Triumph Over the COVID-19 Pandemic," the movement "Nationwide Joint Efforts in Building New rural area" the movement "For the Poor - Leave No One Behind," the campaign "Officials and Public Servants Emulate to Practice Office Culture" for the period 2019 - 2025, and the movement "Promoting Comprehensive and Modern Infrastructure Development; Practicing Savings and Anti-Waste"...

Speaking at the conference, Do Van Chien, Secretary of the Central Party Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, congratulated and commended the achievements that the emulation cluster of five cities has attained in the first six months of 2023. Specifically, all five cities have adopted appropriate approaches in implementing the performance agreement for the year 2023. The results demonstrate that the emulation movements within the emulation cluster have made significant contributions to the socio-economic development, national defense and security, and foreign affairs of the entire nation.

In addition to the accomplished outcomes, Mr. Do Van Chien emphasized the need for the leaders of the cities within the emulation cluster to conduct thorough and effective oversight, closely integrating the emulation work with the reward system. He also urged the implementation of short-term and specialized emulation campaigns to address new and challenging issues faced by each city.

Furthermore, to enhance the effectiveness of implementing emulation movements, the cities within the emulation cluster should actively engage in exchanges, learning, and experience-sharing. This can be achieved by sharing new and advanced models, innovative practices, and notable achievements among the cities within the emulation cluster and with the Central Emulation and Reward Committee. Through the expansion and amplification of the effects of these emulation movements, as well as the exemplary advanced models, the activities of the emulation cluster’s emulation movements will develop, improve in quality, and achieve high effectiveness.

The Secretary of the Central Party Committee and Chairman of the Central Committee of the Vietnam Fatherland Front proposed that after the conference, the cities within the emulation cluster, based on their assessment results, carry out the mid-term tasks of the 13th National Party Congress, the Party Congresses at the city level, and the resolutions of the National Assembly..., should select key and focal points that have a significant spreading effect. These will serve as the basis to launch short-term patriotic emulation campaigns from now until the end of the year. These campaigns could include efforts to achieve budget targets, disburse public investment capital, and implement major projects approved by the Prime Minister.

Mr. Do Van Chien affirmed that in the time ahead, alongside favorable conditions, the cities within the emulation cluster will continue to face various difficulties and challenges. However, to achieve certain results, the emulation cluster must maximize and leverage the achievements and successes that have been attained. From there, the patriotic emulation movement will continue to be a strong driving force, making a significant contribution to the construction and socio-economic development of the country.
