Vietnam: To promote effective and sustainable tourism development

Prime Minister Pham Minh Chinh signed and promulgated Resolution No. 82/NQ-CP of the Government on primary tasks and solutions for promoting rapid recovery and effective, sustainable development of tourism. Specifically, there are many solutions to remove bottlenecks to promote tourism development

Resolution 82/NĐ-CP stated that despite the complete reopening since March 15, 2022, Vietnam’s tourism still faces many constraints and existing issues that need to be addressed. Specifically, there is a lack of a legal framework to attract investment in tourism, market strategies, and promotion policies have not been timely adjusted to respond to changes; tourism products lack diversity; accommodation, commercial, and transportation services have not formed an economic ecosystem; there is a lack of connectivity in tourism product development; the infrastructure system for resorts, shopping, and event organization is still insufficient and not well-coordinated. In particular, visa policies for international visitors have some inappropriate aspects, and temporary residence permits have short durations. Promotion and advertising activities for tourism are also limited.

Therefore, with the principle of “Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environmental hygiene - Safe, civilized, and friendly destinations,” tourism truly becomes a spearhead economic sector and ranks among the top 30 competitive countries in the world. The Government has requested that relevant ministries and sectors implement specific main tasks and solutions including (1) Restructuring the tourism industry towards professionalism, modernity, quality, and sustainability, in which special attention to the restructuring of the tourist markets; (2) Continuing to create favorable conditions to attract international tourists to Vietnam; (3) Strengthening the attraction of investment in tourism development, focus on national tourist areas; (4) Development news tourism products, enhance communication and promotion tourism; (5) Supporting tourism businesses; (6) Improving the quality of training and human resources; (7) Accelerating the implementation of digital transformation, promote startups and entrepreneurship, innovation in the field of tourism.

The Government assigns ministries, government agencies, and People's Committees of provinces and cities to develop implementation plans in order to accelerate the recovery and development of effective and sustainable tourism.

First of all, the Government assigns the Ministry of Culture, Sports and Tourism to continue to implement the Scheme for “Restructuring of tourism to develop into a leading economic sector”, especially the restructuring of the tourism market; strengthen tourism statistic reports, implement tourist survey in accordance with National statistical survey program; continue to implement Tourism Satellite Account according to recommendations of the United Nation’s World Tourism Organization (UNWTO); accurately calculate tourism contribution in GDP; develop and implement Action program for green tourism for 2023 - 2025, protect the natural and social environment of important tourism destinations with the goal of Green, clean, pleasing, civilized, friendly tourism destinations. Secondly, enabling international tourists to visit Vietnam. Thirdly, attracting investment in focused development of tourism, especially national tourist resorts. Fourth, developing products and communicating, advertising, and promoting tourism. Fifth, assisting tourism enterprises. Sixth, Improve personnel training and advanced training quality. Finally, Promoting digital transformation, start-up, and innovation in tourism.

The Government assigns Provincial People’s Committees to diversify tourism models and products, focus on the connection between tourism and other sectors in the value chain and associate tourism with green, sustainable development; connect tours, itineraries, and tourist attractions in a region and across multiple regions; encourage the involvement of tangible and intangible cultural heritage in order to develop tourism rich in Vietnamese traditions, local and regional customs; invest in cultural industry development where cultural tourism is the emphasis; organize effective implementation of control regulations, operation regulations, regional and interregional action plans in tourism development; ensure consistency, sustainability, and international integration; adhere to planning directions of regions, growth poles, regional drivers, travel corridors, tourism centers, and national tourist resorts.

The Government assigns the Ministry of Foreign Affairs to effectively implement tasks relating to economic diplomacy and tasks serving national development, including tourism; act as Vietnam’s representative missions in foreign countries responsible for providing information, advertising, introducing tourism, enabling, and attracting tourists to Vietnam; take charge and cooperate with relevant ministries and central departments in compiling dossiers and requesting the Government to promulgate Resolution on expansion of eligibility for unilateral visa-free entry. Meanwhile, cooperate with ministries and central departments in promoting negotiation over Agreement on visa-free entry with other countries, especially those that have development level equal to or greater than Vietnam.

The Government assigns the Ministry of National Defense to apply information technology, simplify inspection and control procedures to ensure convenience and quickness in inbound and outbound travel in land-based and port border checkpoints. Meanwhile, the Ministry of Transport shall implement solutions for promoting expansion of international flight routes to Vietnam
