After 10 years of construction and development, Vinh Thanh District has completely changed and taken breakthrough development steps.

In 2013, the GDP growth of the district was  15.67%/year, which was 1.49 times higher than that of 2004, with the average annual income of 22.5 million VND/person.  The economic structure changed for the better as the proportion of industries, construction and commercial services rose, whereas that of agriculture slowly decreased. The large-scale paddy field model, along with many other new production methods, offered higher productivity and profit. In specific, with 15 large-scale paddy field, the productivity of the model was from 2.4% to 4% (from 180 kg/ha to 310 kg/ha) higher than that of the traditional cultivation method. Moreover, the model also offered a raise of 42.39% in profit (about 9,285,600 VND/ha). In addition to the economic development, the investment in rural infrastructure increased significantly. In the past 10 years, the locals have contributed 9 billion VND to the dry-season irrigation campaign. Regarding rural transportation system,  the locals have contributed 105.298 billion VND  out of the total expense of 213.298 billion VND spending on the following activities: building 200,000 meters of harden reinforced concrete road, repairing and building 488 bridges (including 149 concrete bridges), and upgrading by covering 742,562 meters of road with rubbles. In short, in 2013, the overall social investment of the district was 2,001.5 billion VND, which was 43 times as much as that of 2004, whereas the service value (according to the price of 1994) reached 1,110 billion VND, which was 7.03 times as much as that of 2004.

The district has been paying much attention to promote trade and investment. The market network was planned with projects for new construction and upgrading by using the capital of private investors. Under open investment policies, there were remarkable outcomes in attracting the funding for socio-economic development, such as building the district commercial center. Besides, nine flood-proof residential clusters and two concentrated resettlement areas were established to meet the local needs for residence and resettlement. As planned, the construction and its relevant management have been worked out accordingly and timely. In reality, the detailed plan (on 1/500, 1/1000, 1/2000 scale) for most of the commune and town centers in Vinh Thanh District has been done well, offering favorable conditions for its development and administration.

The rate of urbanization and infrastructure construction was said to be among the most remarkable achievements of the district, which was proven by obvious changes of the urban area. The district had a remarkable impression in implementing the motto "state and people working together".  In fact, to make such changes, many families were willing to handover their land for the projects even though they still had certain hesitation and difficulties. This great success showed the national solidarity and the victory of the reform. These achievements would have been impossible without people’s trust which was gained via the success in communicating with the citizens and handling their complaints satisfactorily.

In addition, the “All people united to build the cultural life” movement has had positive results, as three out of eleven administrative units were awarded the title “Cultural Unit”, 56/56 hamlets “Cultural hamlet”, and all communes implemented the movement to construct  “new rural areas” and 91% of the households reached the “Cultural family” standard.  Regarding education, the district boosted the socialization process and invested in solidifying and standardizing schools and educational facilities. The number of the local schools in the district was 57, which was eight schools more than that in 2004. Among them, there were five national-standard schools, which was 05 more than the number of this kind of schools in 2004. The district achieved the national standard for illiteracy eradication, primary education universalization for children at right age, and secondary education universalization. Healthcare developed constantly due to the investment in the district hospital, the quality upgrade of the primary healthcare system, and the great attention on preventive healthcare, especially on preventing the spreading of any epidemics. As a result, in the district,  11/11 administration unit reached the national standard of commune healthcare. Lastly, the natural population increased was by 0.99% and the birth rate reduced by 0.15‰, and the poverty rate greatly reduced from 14.14% (2006 standard) to 4.5% in 2013.

Over the past 10 years, the district has mobilized the locals to contribute 49 billion VND to build 1,901 houses for poverty households; carried out social welfare policies, job offering target program, and poverty reduction program very well; and fulfilled social welfares for government-policy beneficiary families, people with meritorious services to the revolution, and beneficiaries of social policies.

Military and local defense activities were implemented synchronously; the armed forces fortified; political security, social order and safety maintained, and the potentials of national defense and security, strategic defense areas, national defense and people's security strengthened.

Activities of the People's Councils at all levels ensured compliance with statutory and their qualities gradually improved. The district People's Committee has had an effective comprehensive work on all administration and management. The administrative reform program has been promoted to meet the requirements of the majority of people. So far, the model of applying Information Technology at the “receiving and returning results” units has been invested and put into operation at the administration units of the district, at a total cost of 7.1 billion VND.

The above results of Vinh Thanh District have been an important basis that accelerates socio- economic development and helps achieve many important targets and tasks stated in the 10th District Party Committee Resolution.

In the coming years, the party, the government and the people of Vinh Thanh will continue to promote administrative reform, focus all resources on the target of new rural construction in order to rapidly develop socio-economic infrastructure; focus on measures to curb the inflation; ensure social welfare, sustainable growth, national defense, political security, social order and security; promote democracy so as to strengthen the national solidarity and consensus among the people in order that they all will fulfill the future tasks./.
