Introduction

Thoi Lai District is located on the western outskirts of Can Tho City, which is ranked as type I at the national level and is the  regional center of the Mekong Delta. Administrative boundaries Thoi Lai District are as followed:

In the east, it borders Phong Dien District, O Mon District; in the west: Co Do District, Can Tho and Kien Giang Province, in the south: Phong Dien District, Can Tho City and Hau Giang, Kien Giang Province, in the north: Co Do District, O Mon District.

The district has an area of ​​25,580.56 hectares, with the population of 122,452 people (including 4,158 ethnic minorities, a majority in which is the Khmer of 3,840 people.)

Thoi Lai District has 13 administrative units, including: Thoi Lai Town, and 12 communes namely Thoi Thanh, Tan Thanh, Truong Thanh, Truong Thang, Dinh Mon, Tan Thoi, Xuan Thang, Dong Binh, Dong Thuan, Truong Xuan A, and Truong Xuan B.

Revolutionary Tradition

Located in the strategically military position, Thoi Lai District, which has the great economic potentiality is considered one of the key areas of the local revolutionary movement. The process of revolutionary struggle has proved that, the Party and the people here always uphold the national patriotism, have hatred of the enemy, show absolute loyalty to the Party. In fact, in the revolution, the people here have overcome all hardships to complete the historic mission entrusted the Party.

Recognizing the people’s contribution to the two resistance wars in the past and now in the process of constructing and protecting the country, Can Tho City ranked Thoi Lai District as the historical-cultural relic “Ong Dua Victory in 1960” according to 1248/QD-UBND Decision of May 18, 2011.

Social Economy

             Thoi Lai District is a land with great potential and advantages for developing agricultural production. Among its 23,279.04 hectares of annual production of crops is 20,345.16 hectares of growing rice.

In 2012: GDP growth rate was of 11.24% on average, per capita income was 21.05 million VND / person / year, having an increase of 2,438 million VND / person / year as compared with 2011. Regarding its agricultural production, there was a successful implementation of 3 rice crops per year, with the average yield of 6.16 tons / ha, having an increase of 0.26 tons as compared with 2011); total rice production in 2012 was 348,769 tons, which completed almost 109% of the annual plan.

The district completed 14/14 irrigation resources and put them into use. Trade- services valued at about 1,270 billion VND, completing 118.3% of the plan, the total value of industry - craft valued at 1,568 billion VND, completing 112.97% of the plan. It created jobs for 5,843 workers. The construction of 31/20 concrete bridges made up 155% of the plan; completed 100% of rural concrete roads. The construction of new rural communes was as follow: 01 commune was satisfactory to 12 criteria, 01 commune to 10 criteria, 01 commune to 09 criteria, 09 other communes satisfied from 04 to 07 criteria of new rural communes.

In 2012: The district provided excellent guidance on care for priority families, whose relatives had contributed their lives to the Revolution; provided care and gifts to such families on Tet, especially the typical ones, as well as poor households and the elderly people. The total amount of assistance had value of 15.33 billion VND; gave 16,880 health insurance cards to the poor households and those who needed social support, children and the elderly; provided medical treatments to the poor in 400 communes, towns; constructed and handed over 21/20 charity homes, making up 105% of the plan, repaired 10 houses; constructed 620/620 “Great Unity” houses making up 100% of the plan; focused on the quality of education. In fact, the percentage of students graduating from elementary school, junior and senior high school increased. The district also focused on the school networks, gave direct guidance on the recognition of Truong Xuan kindergarten and Dong Thuan Junior High School qualified to be at the national standard. 10 villages were recognized as cultural ones and Truowng Xuan A Commune was too.

To date, Thoi Lai District has effectively operated the model of applying information technology in  the division responsible for receiving and returning the documents at 12 communes, 01 town (Thoi Lai Town, and communes of Dong Binh, Thoi Thanh, Truong Xuan, Truong Xuan A, Truong Xuan B, Thoi Tan, Xuan Thang, Dong Thuan, Tan Thanh, Truong Thang, Truong Thanh, Dinh Mon). This application of IT has contributed well to the administrative reform procedure of the district and to the development of local people’s confidence in the renovation of the Party and state. The settlement of disputes, complaints and denunciations has achieved high efficiency so that there is no case to be delayed for a long time or no appearance of hot places. There is no complaint sent to irrelevant offices. Its fight against or prevention of bureaucracy and corruption is effective.
