Functions, Duties of the office of Phong Dien People’s Council – People’s Committee and other departments 

I. BLOCK OF STATE MANAGEMENT:

1. The Office of People’s Council – People’s Committee:

Generally counsel People’s Committee on its own activities; counsel District People’s Committee on nationality work; counsel Chairman of People’s Committee on Chairman of People’s Committee’s directing and operating work; give information serving control and activities of People’s Council, People’s Committee and local authorities; ensure facilities for activities of People’s Council and People’s Committee.

2. Bureau of Internal Affairs:

Counsel, help District People’s Committee to implement the function of state management on aspects: organization; personnel of state administrative and professional bodies; administrative reformation; local authorities; boundaries of administrative units; cadres and civil servants, officials of the state; cadres and civil servants of communes, towns, wards; non-government organizations and associations; state archives; religion; emulation – reward.

3. Bureau of Labour, Invalids and Social Affairs:

Counsel, help District People’s Committee to implement the function of state management on aspects: labour; employment; vocational training; wage; payment; social insurance, unemployment insurance; industrial safety; accredited people; social sponsor; children caring and protection; social evils prevention; sexual equality.

4. Bureau of Education and Training:

Counsel, help District People’s Committee to implement the function of state management on education and training aspects, involving: aims, programs and content of education and training; teacher standard and educational managing cadres standard; facilities, schooling equipment and children’s toys standard; regulations on examination and certificate, qualification issue; ensuring education and training quality.

5. Bureau of Natural Resources and Environment:

Counsel, help District People’s Committee to implement the function of state management on aspects: land resources; water resources; mineral resources; environment; hydrometeorology; measuring, mapping.

6. Bureau of Economy and Facility:

Counsel, help District People’s Committee to implement the function of state management on aspects: industry; handicraft; commerce; construction; urban development; architecture, construction zoning; urban environment materials, park, trees, lighting, garbage, urban parking lot; traffic; science and technology.

7. Bureau of Culture and Information:

Counsel, help District People’s Committee to implement the function of state management on aspects: culture; family; physical training; sport; postal, telecommunications and Internet; information technology, information infrastructure; broadcast; press; publishing.

8. Bureau of Finance – Planning:

Counsel, help District People’s Committee to implement the function of state management on aspects: finance; property; planning and investment; business registration; classification, unanimous management on cooperative economy, collective economy, private economy.

9. Bureau of Health:

Counsel, help District People’s Committee to implement the function of state management on taking care of and protecting people’s health, involving: fundamental health, backup health; medical examination and treatment for rehabilitation; traditional medicine; medicine for human; comestic; food safety hygience; medical insurance; medical equipment; population.

10. Bureau of Justice:

Counsel, help District People’s Committee to implement the function of state management on aspects: setting up legal documents; check, handle legal documents; popularize, educate law; civil execution; authentication; birth, death and marriage management; legal aid; grassroots reconciliation and other judicial works.

11. Bureau of Agriculture and Rural Development:

Counsel, help District People’s Committee to implement the function of state management on aspects: agriculture; sylviculture; salt; irrigation; aquatic products; rural development; developing family-based economy, rural farmhouse economy, agriculture-sylviculture-salt cooperative economy associated with rural lines on commune areas. 

12. Inspectorate:

Counsel, help District People’s Committee to implement the function of state management on inspecting works, dealing with complaints, accusations in the state management range of District People’s Committee; implement duties, authorities of inspectorate in dealing with complaints, accusations and corruption prevention according to the law.

II. BLOCK:

1. Managing Board of projects on works – investment – construction:

A professional organization with legal entity status representing investors (District People’s Committee) to implement duties, authorities in investment in constructing works assigned by investors. 

Representatives of investors bid to select contractors, sign contracts and implement the contract signing with contractors according to the law.

Check the quality of execution, confirm completed quantity and payment procedures. Organization assesses constructing quality, checks and takes over the buildings and hands over completed works to be in use.

2. Agricultural encouraging station:

A professional unit directly under Bureau of Economy, implement agricultural, sylviculture, fishery encouraging contracts in the range of overall district, in order to guide and give aids to people to develop rural agriculture; having duties to guide technical aspect for agriculture, sylviculture and fishery.

Organize to visit and study typical areas.

Professional training, technical market economy training for grassroots agricultural encouraging cell.

Construct clubs of effective producing farmers or groups of agriculture, sylviculture and fishery in the same producting direction.

3. Culture – Physical Training and Sport Center:

A professional unit organizing directing cultural, physical training and sport activities on district areas.

4. Land fund development organization:

Having functions and duties on construction investing projects in the range of overall district.

5. Board of Market managing:

Implement according to Circular N⁰ 06/2003/TT-BTM, dated 15/08/2003 of Ministry of Commerce and other legal regulations.  

Having authority to handle violations of market regulations according to the decentralization of authorized level. Violations out of the authority are transferred to bodies having handling function according to the law.

6. Radio Station

Making local news program, relay Radio The Voice of Vietnam, radio broadcast, radio station, television of Can Tho city and FM wave covering district inhabitants’ areas – popularizing policies of Vietnamese Communist Party and legal regulation of the state.

Represent central missions, unexpected economic-political-social status on district areas, control professional side of grassroots Radio Station on areas and develop radio broadcasting work according to Resolution of the central authority, province and district.

7. Population and Family Planning center:

A specialized body belonged to District People’s Committee implementing the function of state management in aspects: Population, family and children.
