Can Tho City hosted the Conference to announce the Planning and investment promotion

On December 10th, Can Tho City hosted the Conference to announce the Planning and investment promotion with the presence of Prime Minister Pham Minh Chinh. The conference aimed to unveil the approved city plans and highlight the potential, advantages, and development orientations of Can Tho City. Through the event, Can Tho City wishes to attract investment capital and modern technology from both domestic and foreign investors.

The conference aims to concretize Resolution No. 59-NQ/TW dated August 5, 2020, of the Politburo on building and developing Can Tho City to 2030, with a vision to 2045, Resolution No. 98/NQ- CP dated August 30, 2021, of the Government Promulgating the Government's Action Program to implement Resolution No. 59-NQ/TW dated August 5, 2020, of the Politburo on construction and development of Can Tho City until 2030, vision to 2045 and Resolution No. 45/2022/QH15 of the 15th National Assembly on piloting several specific mechanisms and policies to develop Can Tho City.

The conference aims to promote Can Tho's potential for development for the period towards 2030, with a vision to 2050, as was approved in Decision No.1519/QĐ-TTg, on December 2. Representatives of various ministries, embassies, people's committees, and domestic and foreign organizations will be among those attending.

Can Tho City is set to become the growth center of the Mekong Delta region by 2030. The city aims to become an ecological, civilized, and modern hub that embodies the cultural identity of Tay Do. It will serve as an urban hub for trade, services, tourism, logistics, processing industry, high-tech agriculture, education, training, specialized healthcare, science, technology, culture, and sports of the Mekong Delta region. Additionally, it will have a well-functioning infrastructure system that adapts to climate change and meets the requirements of intra-regional, inter-regional, and international transport connectivity. By 2050, Can Tho aims to become an ecological, civilized, and modern city that embodies the river identity of the Mekong Delta. The city aspires to belong to the group of well-developed cities in Asia.

During the Conference, Chairman of Can Tho City People's Committee Tran Viet Truong said that Can Tho City has long-term plans to effectively promote its advantages. These plans will serve as a scientific and practical basis for organizing socio-economic territorial space and building 5-year and annual development plans. Moreover, they aim to meet the general development requirements of Vietnam and the Mekong Delta and will be an extremely important legal foundation for creating a solid corridor for the city's sustainable development in the future. Furthermore, these plans will serve as the foundation to take advantage of and exploit local potentials and advantages. This will ensure the completion of development goals in the right direction and achieve the highest efficiency in the shortest time. The ultimate goal is to make Can Tho an ecological, civilized, and modern city imbued with the river identity of the Mekong Delta, belonging to the group of well-developed cities in Asia, becoming a smart city worth living in Vietnam, and the center and growth pole of the Mekong Delta region.

The Chairman of the City People's Committee has set an important task of building Can Tho City as an urban center for trade, services, tourism, logistics, processing industry, high-tech agriculture, education, training, specialized healthcare, science, technology, culture, and sports of the Mekong Delta region. The goal is to have a synchronized infrastructure system that adapts to climate change and meets the requirements of intra-regional, inter-regional, and international transport connectivity. To achieve this, Can Tho City seeks the support, and partnership of domestic and foreign investors, businesses, and organizations to assist the government and people of Can Tho City in implementing this master plan.

Following the central Government's direction, Can Tho City has organized a conference to publicize the entire content of the approved Planning to all levels, sectors, businesses, and people. At the same time, Can Tho authorities will direct relevant agencies to urgently develop solutions to specifically implement the Master planning content and submit it to the Prime Minister for approval according to regulations.

To effectively implement and achieve the goals outlined in Decision No. 1519/QD-TTg, dated December 2, 2023, by the Prime Minister, Mr. Tran Viet Truong has affirmed that the Party Committee and Government will establish a plan. The city hopes to receive close guidance from the Government and the Prime Minister, as well as support and guidance from central agencies. Additionally, the city seeks the companionship of the people, business community, and investors in the upcoming period. Can Tho City's leaders have adopted the motto “The success of the business community is also the success of Can Tho City”. Therefore, they are committed to creating the most favorable conditions for investors to turn their feasible ideas into reality as soon as possible. The city's leaders are determined to make every effort to support businesses and investors while building a friendly, healthy, equal, open, and transparent investment environment. This will enable investors to contribute ideas and implement projects in accordance with established goals.

During the conference, Duong Tan Hien, the Standing Vice Chairman of Can Tho City People's Committee, presented the Government's decision to approve the Can Tho City Planning for the 2021-2030 period, vision to 2050. He highlighted the key objectives and 56 projects that require investment in 10 areas, which include industrial infrastructure, commerce, urban development, agricultural infrastructure, water supply infrastructure, medical, education, culture, transportation, and environmental resources. Additionally, he emphasized the importance of investment in social infrastructure.

Can Tho City People's Committee has approved a list of projects and assigned the Can Tho City Department of Planning and Investment as the focal point to receive and process project implementation dossiers submitted by investors in accordance with current legal regulations. The department will actively support and guide investors in the selection process and provide information on preferential policies and investment support. Additionally, the Department of Planning and Investment must propose a competent state agency to prepare a dossier requesting approval of investment policies for each project under the investment policy approval authority of Can Tho City People's Committee.

Prime Minister and Can Tho City leaders gave flowers to congratulate businesses and units that were awarded investment policy memoranda.

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that this is a very important event for the implementation of Can Tho Planning. The Government leader said Can Tho must promote innovation, science, and technology, green and digital transformation, circular and knowledge economy and consider them the main driving forces for development. He requested the city improve construction and transport infrastructure, connecting the region and the whole country.

The infrastructure would create new development space and motivation, reduce logistics costs, and enhance competitiveness for products and goods, especially fresh agricultural products that need fast transport, he said, adding that the city should call for a variety of development resources, including State capital, private capital, central, local and loan capital.

One more important work was promoting public-private cooperation, and attracting foreign direct investment through administrative procedures reform and improving the business environment.

The city must effectively deploy specific policies, research, and propose appropriate plans to create development resources.

The city needed to conduct site clearance for projects, ensuring that the new places of residence are better or equal to the old ones.

“The biggest issue in implementing the scheme is resources, including internal and external resources, resources from infrastructure development, from public-private partnership, from procedural reform, and from solidarity,” said Prime Minister Chinh.

For the business community and investors, he recommended having a long-term, sustainable business strategy, properly implementing investment commitments, and cooperation agreements, and complying with the law.

The cabinet leader requested concerned ministries to effectively carry out the Party's policies and guidelines, the State's laws, and the direction of the Government and the Prime Minister.

All relevant organizations must always resolve recommendations and proposals from Can Tho City, he noted.
