
Project 3 has delivered substantial benefits to Can Tho City, notably in mitigating prolonged flooding risks in key urban areas, particularly Ninh Kieu and Binh Thuy districts. Key infrastructure improvements include 5.2 km of embankment construction, 10 tidal sluices and two boat locks, upgraded drainage systems for 32 inner-city streets, and a real-time monitoring and automated control system. When integrated, these components have effectively protected 2,700 hectares of urban land from tidal flooding and extreme rainfall events. Additionally, Project 3 has invested in key urban transportation routes, significantly improving daily mobility for residents.
Swiss economic support, particularly through the State Secretariat for Economic Affairs (SECO), has played a crucial role in strengthening Can Tho’s climate resilience. Advanced data systems have been implemented, including the Flood Risk Management Information System (FRMIS), the Spatial Planning Platform (SPP), and the Integrated Social Assistance (ISA) system.

The delegation also raised several key questions regarding Can Tho’s plans for workforce training, the city's ability to manage and sustain current investments, and future urban resilience projects.
Vice Chairman Nguyen Thuc Hien reiterated Can Tho’s gratitude for the World Bank and Swiss Government’s contributions, particularly in providing modern technology and equipment for flood prevention and climate adaptation. He noted that the project’s successful implementation has been widely supported by local residents, especially those in flood-prone areas.
Moving forward, the Can Tho Municipal Department of Science and Technology will collaborate with relevant agencies and the Can Tho Municipal ODA Project Management Board to train and develop human resources, ensuring long-term sustainability for future projects.

The Can Tho Urban Development and Resilience Project, implemented between 2016 and 2024, stands as a model for urban climate adaptation. Its primary objective is to protect Can Tho from prolonged flooding while promoting safe and environmentally sustainable urban development.
