Flexible and proactive

With the determination to create an open, high-quality investment environment to attract many domestic and foreign investors, CPA has implemented guidelines, and resolutions of the Central Committee, City Party Committee, People's Council, and People's Committee on key tasks and solutions for implementing the 2023 Socio-Economic Development Plan in a serious, timely and effective manner. Along with relevant ministries and sectors, CPA flexibly applied direct and online forms to invite investors at home and abroad with strong potential and brands to invest in key projects announced by the city.

In investment promotion work, CPA has conducted field research and project evaluation to build a database serving investment promotion work; researched and evaluated the market, taking advantage of online forms and connections with Vietnamese representative agencies abroad, and experts to learn about potential strengths, investment demand of countries. In addition, through participating in investment forums to learn about the investment needs of domestic and foreign regions, increasing search and registration on some specialized market and investment trend research portals of specific countries.

CPA takes the initiative in image building, promotion, introduction of the investment environment, policies, potential, and connection opportunities. Typically, in June 2023, CPA organized an ITP Seminar for Japanese partners. The seminar attracted the participation of over 70 enterprises from Japan and Can Tho City. The seminar aimed to promote investment, trade, support Japanese enterprises and Can Tho enterprises in connecting trade; create conditions for Can Tho enterprises to access the Japanese market; and call on Japanese investors to invest in the city.

To acknowledge advantages and difficulties, and suggestions in the process of production and business, CPA regularly organizes visits and working sessions with enterprises operating in the city. To resolve difficulties and respond to suggestions, under the leadership of the City People's Committee, CPA coordinates with the Department of Planning and Investment and relevant departments and sectors to organize dialogues between the government and enterprises in Can Tho City. The dialogues provided timely information to enterprises about socio-economic development in the city, exchanged views, and listened to suggestions and solutions to difficulties and problems of enterprises in production, business, goods trading, administrative procedures, taxes, customs, etc. In addition, CPA carries out training and capacity building effectively for staff implementing investment promotion tasks of the city.

Trade promotion work is also diversified, flexible, and effectively supported by CPA for enterprises and industries to connect supply and demand in the domestic market, develop and expand export markets. A highlight was the exhibition "Can Tho City - 20 years of achievements and development" (from November 2-6, 2023), combined with the 2023 Vietnam International Agriculture Fair, attracting 350 booths. Specifically, the exhibition "Can Tho City - 20 years of achievements and development" had 100 booths of departments, branches, military forces, districts People's Committees displaying achievements; the 2023 Vietnam International Agriculture Fair had 250 booths of over 150 provincial/city units, international entities and large agricultural machinery, equipment, fertilizer and plant protection product companies participating in display and trade connection at the event... In addition, during the year CPA coordinated with partners to organize 6 events in Can Tho City, attracting nearly 700 domestic and foreign enterprises...

CPA also carries out OCOP (one commune one product) program product trade promotion activities in Can Tho City, such as supporting brand building, labeling, and packaging; participating in fairs to promote OCOP products; and organizing and joining display points of OCOP and typical products of the city in Can Tho and partner provinces to promote widely to supermarkets, distributors nationwide and expand markets.

Promoting Cooperation

To promote exports and attract investors, CPA participates in investment-trade promotion (ITP) programs for potential markets such as advising the People's Committee of Can Tho City to organize a working delegation to promote cooperation and investment, trade in the United States; organizing a working delegation to promote cooperation and investment, trade in South Korea. In addition, CPA is also preparing content to participate in investment promotion delegations to the Netherlands and Belgium...these trips were deemed successful, opening up many prospects for new cooperative relationships.

Especially in December 2023, the city successfully organized the Conference on Master Plan Announcement and Investment Promotion of Cantho City in 2023. The conference was attended by Prime Minister Pham Minh Chinh and leaders of ministries and sectors. At the Conference, the Master Plan of Can Tho City for the period 2021-2030 and a vision to 2050 was announced and introduced; 56 investment projects calling for investment in Can Tho City were introduced and the Memorandum of Understanding on cooperation, research and investment were presented to 43 enterprises and investors in fields such as industrial park infrastructure and other technical infrastructure; urban development; commerce and services; health, education, and other fields. The planning is important in mobilizing resources, attracting investment and promoting the socio-economic development of the city in the coming time.

Along with the city receiving many diplomatic delegations and investors coming to learn about the investment and business environment in Can Tho City as well as the orientation for future cooperation such as VSIP Company in Binh Duong, Ingrid Singapore Company, O Mon II Electricity Joint Stock Company, PAVILION Group and investors from the Kingdom of the Netherlands and Russia; international organizations...CPA also establishes effective ITP channels with trade organizations, ITP agencies of countries such as Japan, Singapore, Malaysia, South Korea, the United States, and Thailand, thereby increasing promotional and introductory work on the potential of the locality to domestic and foreign investors, creating favorable conditions for investors to access information and decide on investment. Thanks to this, the investment and business environment of the city has been strongly innovated, specifically the groundbreaking of the Vietnam-Singapore Industrial Park City in Can Tho (VSIP). This is one of the advantages in attracting investors to Can Tho City, creating infrastructure to support investment promotion activities in the coming time.

Guiding ITP activities in 2024, Ms. Nguyen Thi Kieu Duyen, Director of CPA, said that ITP activities must be linked to the socio-economic development orientation, sectoral and field planning for the 2021-2025 period; especially the Master Plan of Can Tho City for the period 2021-2030 and vision to 2050. Continuing ITP programs that have been planned in previous years. Strengthening organization of activities in a combined mode of ITP activities, participation in domestic and international trade fairs in both online and offline forms.
