Promoting key projects with high responsibility

On June 22, Prime Minister Pham Minh Chinh chaired a virtual meeting of the Central Steering Committee for the Nationwide Program to eliminate makeshift and dilapidated housing (5th session); the State Steering Committee for National Key Projects and Projects in the Transport Sector (18th session); and the second meeting to accelerate public investment disbursement for 2025.

Leaders of Can Tho City attended the meeting from the city’s local conference point, including Mr. Do Thanh Binh, Member of the Party Central Committee and Secretary of the Can Tho Municipal Party Committee; Mr. Truong Canh Tuyen, Deputy Secretary of the Party Committee and Chairman of the People’s Committee; and Mr. Nguyen Trung Nhan, Chairman of the Vietnam Fatherland Front Committee of Can Tho City.

According to the report by the Ministry of Ethnic Affairs and Religions, 38 out of 63 provinces and cities nationwide have completed the target of eliminating makeshift and dilapidated housing for all three priority groups—an increase of 23 localities compared to the previous meeting. It is estimated that by June 30, 46 provinces and cities will have completed the program, representing 94.7% of the national goal. In July 2025, three more provinces are expected to complete their targets, while 14 others aim to meet the August 25 deadline, ensuring the complete elimination of substandard housing nationwide.

During the 17th meeting of the State Steering Committee for National Key Projects in the Transport Sector, the Prime Minister assigned 34 specific tasks to ministries, sectors, and localities to remove significant obstacles in project implementation. As of now, 11 key tasks have been completed. Regarding expressway construction, as of June 2025, a total of 2,688 km of expressways are under construction. Of this, the Ministry of Construction is managing 14 projects covering 652 km. It is expected that from now until August 19, 2025, six projects with a total length of 208 km will be completed.

In terms of public investment performance for the first half of 2025, according to the Ministry of Finance, as of June 20, ministries, central agencies, and localities have allocated and assigned detailed investment plans worth VND 818.6 trillion, 99.1% of the plan approved by the Prime Minister. By June 30, the estimated disbursement nationwide will reach about VND 264.8 trillion (32.06%), higher than the value and percentage recorded in 2024. This includes approximately VND 88.5 trillion from the central budget (25.27% of the plan) and VND 176.3 trillion from local budgets (37.06%). Notably, eight ministries, central agencies, and 37 localities have disbursement rates above the national average.

The meeting also featured reports from localities on implementing the housing elimination program, key national projects, and efforts to promote public investment disbursement in 2025. Proposed solutions to address difficulties and obstacles were discussed, alongside commitments from central ministries and agencies to support local implementation and achieve the highest possible outcomes.

In his concluding remarks, Prime Minister Pham Minh Chinh commended the achievements of ministries, sectors, and localities in eliminating makeshift housing, executing key national projects, and promoting public investment disbursement for 2025. He urged all units to carry out their assigned tasks with urgency and determination.

Regarding national key projects in the transport sector, the Prime Minister instructed the completion of 19 ongoing tasks and the resolution of four underperforming ones. The elimination of makeshift housing is to be completed by August 31, 2025. He also tasked ministries and localities with accelerating national key projects so that an additional 800 km of expressways can be completed by the end of 2025.

The Ministry of Agriculture and Environment was directed to issue guidelines on material resources for the projects, while the Ministry of Finance was assigned to resolve funding issues. The Ministry of Home Affairs, the Ministry of Finance, and local authorities were asked to promptly recommend commendations for organizations, individuals, corporations, and contractors that exceed plan targets or deadlines.

To enhance public investment disbursement, greater focus must be placed on project preparation. Leaders of ministries and localities—ministers, secretaries of provincial and municipal Party Committees, and chairpersons of People's Committees—must closely monitor and supervise project progress, promoting a high sense of responsibility under the guiding principle: “Only discuss solutions for implementation, not delays.” All relevant units must strive to disburse the 2025 public investment budget fully. Simultaneously, regulatory obstacles should be promptly reviewed and addressed, and lagging investors and contractors must be strictly monitored and handled. Lessons must be learned, shortcomings rectified, and directives thoroughly implemented to ensure the effective execution of these vital national programs.
