Prime Minister Chairs National Conference on combating smuggling, trade fraud, and counterfeit goods

On the afternoon of June 23, Prime Minister Pham Minh Chinh chaired a national online conference to review the first six months of 2025 and assess the outcomes of a nationwide campaign to crack down on smuggling, trade fraud, counterfeit goods, and intellectual property rights violations. The conference was attended by Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389, and leaders of ministries, agencies, and localities across the country.

At the Can Tho City conference point, Mr. Truong Canh Tuyen, Chairman of the Municipal People’s Committee, and Mr. Nguyen Thuc Hien, Vice Chairman of the People’s Committee, joined other members of the city’s Steering Committee 389.

According to a report from the National Steering Committee 389, in the first half of 2025, enforcement agencies nationwide handled over 50,000 violations related to smuggling, trade fraud, counterfeit goods, and intellectual property infringements. This included 10,862 cases of trafficking in banned and smuggled goods; 36,604 cases of trade and tax fraud; and 3,270 cases involving counterfeit goods or IP violations. The total amount of fines and recoveries paid into the state budget exceeded VND 6.532 trillion. Authorities initiated 1,875 criminal cases involving 3,235 suspects.

During the peak campaign from May 15 to June 15 alone, 10,437 violations were detected and handled nationwide, up 80.51% compared to the previous month. The campaign brought VND 1.279 trillion into the state budget, and authorities prosecuted 204 cases, involving 378 individuals.

In response to central directives, the Can Tho municipal government launched its high-intensity campaign across the city. During the peak month, functional forces inspected 182 cases, uncovered 62 violations (of which 41 were processed), collected VND 866 million in fines, and identified infringing goods worth over VND 19.7 billion, with VND 43.5 million worth of goods destroyed. Violations mainly involved food, pharmaceuticals, dietary supplements, cosmetics, smuggled cigarettes, frozen seafood, fertilizers, liquefied petroleum gas, clothing, and handbags.

The Steering Committee warned that smuggling and trade fraud are becoming increasingly sophisticated, particularly with violators exploiting e-commerce, social media, and express delivery services to evade detection. This reality demands urgent upgrades in monitoring, technology adoption, and inter-agency coordination.

In his remarks, Prime Minister Pham Minh Chinh acknowledged and praised the achievements of the Steering Committees at all levels. However, he candidly pointed out that smuggling, fraud, and counterfeit production and consumption remain complex and persistent challenges. Key reasons include weak management, unclear assignment of responsibilities, lack of inter-agency coordination, and insufficient public and business engagement, leading to accountability gaps and ineffective enforcement.

To address these shortcomings, the Prime Minister called for the development of a Government Action Plan, with regular and continuous efforts to combat smuggling, trade fraud, and IP violations. The Ministry of Health was assigned to take the lead in managing pharmaceuticals and food safety.

He stressed that the fight against smuggling, fraud, counterfeiting, and intellectual property violations is a core, long-term, and continuous task with zero tolerance and no off-limits areas, requiring the mobilization of the entire political system, the public, and the business sector.

The Prime Minister directed ministries, agencies, and localities to:

- Strictly implement directives from the Government, the Prime Minister, and the Head of the Steering Committee 389;

- Strengthen the accountability of leaders, and enhance inspection and supervision to detect and punish violations swiftly;

- Accelerate digital transformation, implement product identification codes, and link databases for effective tracking;

- Develop a professional and capable enforcement workforce;

- Launch public campaigns to discourage support for and consumption of untraceable goods;

- Innovate communication and legal education, raising public awareness of the harms of counterfeit goods and trade fraud.

PM Chinh also urged the restructuring of Steering Committees 389 at all levels following the upcoming administrative boundary changes and the rollout of the new local governance model.
