Foreign affairs activities have been maintained and implemented effectively, basically ensuring progress and completing the tasks set out according to plan. According to the report of the Department of Foreign Affairs, in the first two months of 2025, the city received and worked with 209 delegations with 1,387 foreign visitors. In particular, the City People's Committee received and worked with 9 delegations with 106 visitors; The City’s departments and agencies received and worked with 23 delegations with 134 visitors.

The highlight of foreign affairs activities in early 2025 is that Can Tho City has completed the entire program and successfully approved the Can Tho Declaration of the Executive Committee Meeting of the Francophone Parliamentary Alliance (APF) and the Francophone Parliamentary Forum on Sustainable Agriculture - Food Security and Climate Change Response hosted by Vietnam (from January 21th to 24th). The Forum welcomed the participation of parliamentarians from the APF Executive Committee, Francophone parliamentarians from all continents, a large number of senior leaders of the National Assembly of Vietnam, Ambassadors, representatives of diplomatic missions as well as representatives of a number of development partners and international organizations.

The forum not only aims to promote cooperation among countries in the Francophone community to build sustainable agriculture, ensure livelihoods for each household and food security for each country, along with responding to climate change globally, but also serves as a platform for delegates to discuss ideas and actions to promote sustainable agriculture, ensure food security in the context of simultaneously responding to climate change.

Chairman of the National Assembly Tran Thanh Man said that the organization of APF once again affirms Vietnam's initiative, positivity and responsibility in multilateral cooperation frameworks; at the same time, it shows Vietnam's priority and interest in participating in common regional and global issues; and the solidarity and companionship for the development of the Francophone Community and its member countries.

French Ambassador to Vietnam Olivier Brochet highly appreciated Can Tho as an active member of the International Association of French-speaking Mayors (AIMF) and one of the localities with active activities in developing the Francophone community through the teaching of French and the implementation of project programs, especially projects related to supporting women and young people, vulnerable groups to improve their capacity to adapt to climate change. Mr. Olivier Brochet affirmed that he will be active in promoting and actively supporting Can Tho to French investors.

Accompanying the National Assembly delegation of the Democratic Republic of Congo to attend the APF and the Francophone Parliamentary Forum on Sustainable Agriculture - Food Security and Response to Climate Change, Mr. Jacques Djoli Eseng, ekeli, National Assembly delegate highly appreciated the city's development potential through working programs as well as field trips to Can Tho and hoped that the two sides would have cooperation in the future.

According to the Department of Foreign Affairs of Can Tho City, in order to continue to effectively implement external activities in 2025, the Department of Foreign Affairs focuses on advising the City People's Committee to promote the implementation of activities in many forms suitable to foreign affairs and international integration in all fields. Continue to promote information on key foreign affairs activities of Party, State, Ministry of Foreign Affairs and local leaders. Maintain foreign information site activities to promptly update information related to outstanding foreign activities of the country and the city. Actively implement foreign affairs activities to effectively link political diplomacy, cultural diplomacy with economic diplomacy... Implement practical activities to strengthen investment cooperation with foreign organizations, localities and enterprises; focus on promoting investment and trade cooperation in markets that are strategic partners of the city in priority sectors and fields, encouraging investment in the city.

Strengthen promotion and investment

Can Tho City has implemented many investment promotion activities; at the same time, it has welcomed many business delegations to explore investment cooperation opportunities, as well as discuss cooperation opportunities in the coming time.

According to information from Can Tho Promotion Agency (CPA), in February 2025, CPA participated in receiving and working with Nippon Koei Co., Ltd. (Japan) to seek investment cooperation opportunities. In addition, CPA also prepared contents and attended the meeting of the Japanese Ambassador to Vietnam to discuss the problems and difficulties of Japanese enterprises and investors in the process of production, business and implementation of investment projects in the city. At the same time, coordinate with relevant departments to develop a Plan to organize a Working delegation of Can Tho City in Canada and the United States and a plan to participate in the Vietnam Industrial Development Investment booth at the Vietnam EXPO 2025 Fair in Hanoi.

In order to support the provision of information to investors and businesses quickly and effectively, CPA also actively builds its image, promotes and introduces the environment, policies, potentials, opportunities and investment connections through the media. In addition, it researches information related to policies, and fields that are focused on and calling for investment in Can Tho City, researches and evaluates the market to provide investors through connections with Vietnamese representative agencies abroad, experts, and through participation in investment support forums to learn about investment needs of domestic and foreign regions.

In order to support the provision of information to investors and businesses quickly and effectively, CPA also actively builds its image, promotes and introduces the environment, policies, potentials, opportunities and investment connections through information media on CPA's website, on social networks and through connecting on the propaganda channels of newspapers and radio stations and through designing publications promoting the potential and investment opportunities of Can Tho City.

Ms. Nguyen Thi Kieu Duyen, Director of CPA, said that in order to complete the 2025 plan, CPA continues to maintain traditional partner markets such as Japan, Korea, China, Singapore, the US, the UK, France, Germany, the Netherlands, Poland, etc.; expand investment promotion from partner countries that are members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and EVFTA. Prioritize attracting FDI into industries at the forefront of the 4.0 revolution, such as ICT industry, NANO Technology, high-tech industries, supporting industries, etc., and agricultural production in the direction of high efficiency, technology application, sustainable development.
