Prime Minister Pham Minh Chinh delivered a speech.

In his speech at the conference, Prime Minister Pham Minh Chinh expressed his joy in interacting with voters representing the youth, young people, students, and the young workforce in Can Tho City. According to the Prime Minister, these are the vanguard and the core force in the protection, construction, and development of the nation in general and Can Tho in particular.

The Prime Minister believed that the results achieved in the first nine months of the year were thanks to the close, timely, and scientific leadership and guidance from the Central Committee, particularly the Politburo, led by General Secretary Nguyen Phu Trong, as well as the effective cooperation of the National Assembly and various political agencies. He also highlighted the proactive, flexible, and resolute leadership and management of the Government, led by the Prime Minister, as well as the close coordination of all levels, sectors, and localities. This comprehensive involvement of the entire political system and the collective efforts of the Party, the people, and the military were instrumental. The Prime Minister also acknowledged the support and assistance from international friends.

The Prime Minister emphasized a commitment to continuing to pursue the overall objectives set forth. Specifically, this includes stabilizing the macroeconomic environment, controlling inflation, promoting growth, ensuring major balances, focusing on social welfare, ensuring people's livelihoods, maintaining political and social stability, and public order, enhancing anti-corruption efforts, and reinforcing defense, security, and foreign relations. Additionally, maintaining a peaceful environment that is conducive to the country's development is a priority.

Regarding the directing principles, the Prime Minister stressed the continued focus on promoting economic growth while addressing production and business challenges. Simultaneously, he emphasized maintaining economic stability, controlling inflation, and ensuring social welfare. In the process of governance, the Prime Minister will continue to ensure flexibility, proactivity, and efficiency, with decisive thinking and high effort levels, to achieve the highest possible targets and goals in the 2023 plan, creating favorable conditions for the implementation of the 2024 plan.

The Prime Minister shared that in recent times, Vietnam has actively implemented three strategic breakthroughs, including digital infrastructure and human resource transformation. During this process, he emphasized the importance of providing electricity and network coverage in remote, border, and island areas. Through this initiative, the younger generation can harness their potential and contribute to the country's development in the digital transformation process.

To enhance digital infrastructure, the Government and the Prime Minister have issued documents to ensure integration and consistency among specialized technical applications, along with improving digital infrastructure. The Prime Minister identifies digital infrastructure as a crucial and progressive solution that supports Vietnam in rapidly implementing digital transformation.

The Prime Minister emphasized the importance of enhancing the capabilities of young people in the digital transformation and information process in 2023. The Central Committee of the Ho Chi Minh Communist Youth Union has designated the theme "Year of Digital Transformation of Youth Union Activities," and the Youth Month in 2023 is themed "Youth Pioneering in Digital Transformation." Therefore, according to the Prime Minister, the legal framework for these matters is quite comprehensive. However, because digital transformation is happening rapidly, individual awareness in solving and improving digital transformation skills remains crucial. The Prime Minister hopes and believes that the younger generation will be able to self-learn and enhance their digital capabilities.

The Prime Minister encouraged and applauded the spirit of young people in actively contributing to and implementing youth projects and initiatives. He emphasized focusing on several aspects of digital transformation, improving foreign language and computer skills, and environmental protection. These efforts not only bring personal benefits but also link to the benefits of the community and society.

The Prime Minister requested that after the conference, all levels and sectors continue to gather, explain, accept, and address proposals and recommendations. The basic principle is that each level and sector with authority over a specific issue should comprehensively address it. For proposals and recommendations that exceed their authority, the Can Tho City People's Committee should consolidate and recommend to the Government, the Prime Minister, and the relevant ministries and agencies for resolution. For issues under the authority of the National Assembly, the National Assembly delegation of Can Tho City should consolidate and report to the National Assembly for consideration and decision.
