Department of Ethnic Minorities is a specialized agency of Can Tho City People's Committee. Its functions are to advise and assist the People's Committee in State management over all ethnic affairs.

The department has its own legal status, seal and banking account. It works under the direction and management of Can Tho City People’s Committee in organization, staffing and operation, and is subject to the direction, guidance, control and inspection of the professional services by the Committee of Ethnic Minorities.
