During the conference, participants were provided information about Decree No. 88/2024/ND-CP, issued by the Government on July 13, 2024, which sets out regulations for compensation, support, and resettlement when the State acquires land. The decree consists of 3 chapters and 32 articles that elaborate on and provide guidance for the implementation of various articles within the Land Law 2024 related to compensation, support, and resettlement. It covers the scope of regulations, applicable subjects, establishment and evaluation of compensation, support, and resettlement plans, compensation involving land for other purposes, details of compensation for land and other assets, as well as the particulars of support and resettlement.
Additionally, participants were introduced to Decree No. 71/2024/ND-CP dated June 27, 2024, which is a government regulation on land prices consisting of 5 chapters and 40 articles. This decree specifies the provisions of Article 158 of the Land Law 2024. It stipulates the procedures and contents of determining land prices using 4 methods: comparison, income, surplus, and land price adjustment coefficient. Depending on specific conditions, the appropriate pricing method is applied. The land price list is established based on area and location. For areas with cadastral maps, land price numbers, and databases, a land price list is created for each plot of land based on the value zone, standard plot of land, etc. The Provincial People's Committee submits the first land price list to the People's Council of the same level for promulgation and application from January 1, 2026. Every year, a decision is made to amend and supplement the land price list, which will be announced and applied from January 1 of the following year.

During the conference, Vice Chairman of Can Tho City People's Committee Nguyen Ngoc He announced that the Land Law 2024 will come into effect on August 1, 2024. He mentioned that the related Decrees contain new regulations aimed at addressing difficulties, inconsistencies, overlaps, and conflicts in land-related legal policies.
The official also emphasized the importance of Decree No. 88/2024/ND-CP and Decree No. 71/2024/ND-CP. He hopes that the conference attendees will study, discuss, and raise issues to clarify the aspects of the two Decrees to meet the practical needs of local socio-economic development in Can Tho City. This, in turn, would contribute to the effective implementation of the Land Law 2024 in the city.
