Can Tho summarize administrative reform and digital transformation work in the first 6 months of 2024

In the first 6 months of 2024, Can Tho City successfully deployed tasks of administrative reform, digital transformation, and Project 06 (developing applications for population data, identification, and electronic authentication to support the national digital transformation in the 2022 - 2025 period, vision to 2030), ensuring the set progress.

In terms of digital transformation, the city achieved and exceeded 19 out of 23 targets. Multiple platforms were launched to aid the development of digital government services for the public and private sectors. Additionally, the city established 607 commune-level technical groups with more than 2,400 members to guide and support people in using digital technology and platforms.

The city's administrative reform has led to several positive changes. The city's information system for receiving and managing administrative procedures is now connected to the National Population Database's services. Moreover, Can Tho City People's Committee has approved a plan to review and evaluate administrative procedures in 2024 and launch a Public Administration Service Center to meet the needs of citizens, organizations, and businesses in carrying out administrative procedures.

As for Project 06, Can Tho City has successfully integrated the electronic identification account (e-ID account) with the city's information system for receiving and managing administrative procedures during the testing phase. The digitization rate of administrative procedure settlement records has reached 64.79%, and the rate of issuing electronic administrative procedure settlement results has reached 73.96%. Moreover, the city has reviewed, standardized, and digitized application forms and declarations, aiming to reduce at least 20% of the required information by reusing digital data for administrative procedures.

During the conference, delegates reviewed several key indices for Can Tho City in 2023, including the Public Administration Reform Index (PAR INDEX), the Satisfaction Index of Public Administration Services (SIPAS), Viet Nam Provincial Governance and Public Administration Performance Index (PAPI), and Provincial Competitiveness Index (PCI).

Vice Chairman of Can Tho City People's Committee Nguyen Thuc Hien highly appreciated the efforts of the Departments, sectors, and Districts over the years. He also urged them to take their responsibilities seriously and ensure the thorough implementation of proposed tasks and solutions.

Furthermore, Vice Chairman Nguyen Thuc Hien emphasized the need for agencies and units to diligently carry out the assigned tasks and solutions according to the Plan. This includes accelerating the completion of unfinished targets and tasks; focusing on digitizing records and results of handling valid administrative procedures; reviewing and developing the city's shared database to ensure connectivity and serve people and businesses.

Besides, Vice Chairman Nguyen Thuc Hien asked leaders of Departments, sectors, and Districts to keep promoting the review of administrative procedures and proposing solutions to reduce the number of documents, shorten processing times, and streamline coordination processes. This will make it more convenient and cost-effective for individuals and businesses to complete administrative procedures. Additionally, Departments, sectors, and Districts should focus on integrating information technology and digital transformation into the activities of state administrative agencies to better serve the people and businesses. Furthermore, they should prioritize the provision of online public services and online payment options. Lastly, there is a need to strengthen inspection and examination efforts to promptly address any difficulties or obstacles in the implementation of administrative reform, digital transformation, and Project 06 of the Prime Minister.
