As part of the digital transformation of public services, ministries and sectors have also introduced electronic health books and issued judicial record certificates, piloted in two localities, Hanoi and Hue.
Specifically, Hanoi received over 45,000 applications for judicial record certificates on VneID, and Thua Thien Hue received over 5,000 applications. This accounts for over 70% of the applications requesting judicial record certificates in the two localities. It is estimated that implementing the issuance of judicial record certificates on VNeID will save around 400 billion VND in administrative costs each year. People can request the issuance of judicial record certificates on the app, and for people with fee waiver records, the request is made on the National Public Service Portal.
The VneID application processes judicial record certificate requests in 10 steps, following Procedure No. 570/TTLLTPQG-QLHC issued by the Ministry of Public Security on September 20, 2024. If citizens have no prior criminal record, the result processing time is reduced from 10 days to 3 working days.
The Ministry of Health has successfully created E-health data for over 98% of the population, totaling 32,062,931 E-health records. Of these, 14,638,905 citizens have integrated their E-health records with VneID. Additionally, 12,518 out of 12,693 health examination and treatment facilities covered by health insurance have synchronized their data through Vietnam Social Security to integrate into VneID.
The Ministry of Public Security, in coordination with Vietnam Social Security and the Ministry of Health, has compiled and integrated 911,696 referral paper records and 2,629,117 re-examination appointment records on VneID. These records are now ready for nationwide publication.
Implementing electronic health records will allow people to easily monitor their health status, use referral papers, and schedule re-examination appointments through the VneID application. The electronic health record system is expected to simplify administrative procedures and save an estimated VND 1,150 billion annually in medical records for 230 million people. With this system, individuals can proactively monitor their health records and enable them to provide their medical histories to healthcare professionals anywhere and anytime.

During the conference, Mr. Nguyen Thuc Hien, Vice Chairman of Can Tho City People's Committee, mentioned that Can Tho City is working on implementing the Prime Minister's directive to prepare for the nationwide deployment of E-health records and the issuance of judicial record certificates through the app VneID. Can Tho City People's Committee has been actively issuing documents to assign responsibilities to each agency and unit for the implementation.
The Department of Health has been tasked with deploying E-health records for the residents of Can Tho City. Between March 1, 2023, and September 30, 2023, the Department successfully implemented E-health records at 106 medical facilities, with 101 facilities connecting medical examination and treatment data to the health records software. As a result, the total number of people with health records reached 99.2%.
In addition, Can Tho City People's Committee assigned the Department of Health to oversee the integration of E-health records information on the app VneID. The Department is responsible for directing its affiliated medical facilities to implement this integration and guiding people to use E-health records instead of paperwork. Functional units have also been directed to strengthen propaganda and to organize the collection, update, maintenance, and implementation of data connections according to the Ministry of Health's instructions.
Can Tho City People's Committee has directed the Department of Justice to work with the Department of Information and Communications, Can Tho City Police, and other relevant units to review and finalize Can Tho City's Administrative Procedure Information System to ensure that it is synchronized, connected, and able to share data with the judicial record certificate issuance software and related specialized databases.

At the conference, Prime Minister Pham Minh Chinh emphasized that the ultimate goal is building a digital government, society, and economy to serve the people. He noted the 13th National Party Congress’s Resolution and Politburo’s Resolution No.52 on several guidelines and policies regarding the proactive participation in the fourth Industrial Revolution required the acceleration of the digital transformation and the building of a digital government, digital society, digital citizens, and digital economic development.
The official stressed the importance of digital transformation, particularly the implementation of E-health records and the issuance of judicial record certificates via the app VneID, for the people's benefit, happiness, and prosperity. To effectively deploy E-health records and issue judicial record certificates via VneID, relevant ministries and sectors must coordinate closely. They should issue detailed instructions on data connection, calibration, and standardization of management software while also focusing on data cleaning and making reasonable amendments and supplements to legal regulations to create a solid legal framework for data sharing.
Prime Minister Pham Minh Chinh urged local authorities to diligently issue judicial record certificates on VneID, ensuring safety and information security throughout the process. Additionally, he has called for reviewing and improving the information system for managing administrative procedures at the provincial level to ensure seamless synchronization, connectivity, and data sharing with specialized software. Furthermore, there is a need to intensify public awareness and guidance on the practical and effective use of E-health records to safeguard the rights and interests of the people.
At the conference, Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Thanh Long, along with representatives from central ministries and sectors, conducted a ceremony to launch the implementation of the E-Health and Judicial Records nationwide through the VNeID application.
