Urgent mechanisms and policies for people to participate in the sustainable development of Can Tho City

The Government Office has issued Notice No. 205/TB-VPCP on the conclusions of Prime Minister Pham Minh Chinh during the working session with the Standing Committee of the Can Tho City Party Committee.
Can Tho City builds the strength to promote sustainable urban development.

The announcement clarifies that, inheriting the achievements made in the past period, the Party, government, and people of Can Tho have overcome all difficulties, made efforts, and actively implemented the set tasks. In the first quarter of 2023, the city's economic and social situation has achieved positive results: the Gross Regional Domestic Product (GRDP) increased by 4.02%, higher than the national average; the Index of Industrial Production (IIP) increased by approximately 4.81%; total retail sales of goods and consumer service revenue increased by 13.42%; export turnover increased by 7.1%. Budget disbursement exceeded the national average, reaching 23.6% of the plan. Total state budget revenue increased by 27%...

Alongside the achieved results, the city still faces certain existing limitations, constraints, difficulties, and challenges that need to be addressed, such as Limited attraction of investment from businesses into agriculture and rural areas; decreased export orders and production scale of many enterprises; ongoing hardships for a portion of the population. The progress of implementing the provincial-level planning for the period of 2021-2030 and the vision towards 2050 for Can Tho City is still slow. Can Tho is determined to overcome difficulties

The Prime Minister acknowledges that the economic development situation in the coming period is characterized by a mix of favorable conditions, opportunities, difficulties, and challenges, with the latter outweighing the former. Therefore, the city must be determined to overcome difficulties and surmount challenges through mechanisms, policies, leadership, management, and organization at all levels, sectors, people, and businesses.

In this regard, the Prime Minister emphasizes that the city authorities of Can Tho must proactively and actively address issues within their jurisdiction based on their functions, tasks, and delegated powers, guided by the spirit of "Resources originate from thinking, motivation springs from innovation, and strength derives from the people." Mobilizing the people and creating mechanisms and policies for their active participation, fostering the strength to build a sustainable development city; boldly applying creative mechanisms, and policies, daring to think, to act, to innovate for the common interests.

At the same time, enhance decentralization and delegation of authority in tandem with appropriate allocation of resources, improve the capacity of implementing officials, strengthen inspection, supervision, and control of power, and individualize personal responsibilities. Maximize the application of existing regulations to address land-related issues, construction, fire prevention and fighting, environmental matters, and land clearance for national key projects in the area. Efficiently mobilize all social resources, with public investment leading private investment, and strengthen public-private cooperation.

The city must actively implement Decision No. 6/QD-TTg dated January 6, 2022, of the Prime Minister, approving the Project on the Development of Data Application on Population, Identification, and Electronic Authentication to Serve the National Digital Transformation Phase 2022-2025, with a vision to 2030; improve the national population database; promote non-cash payment for beneficiaries of social security policies; and enhance the implementation of online public services on the National Public Service Portal.

Enhance innovation and improve the quality of vocational education institutions, increase the effectiveness of high-quality human resource training, and strengthen the connection between supply and demand in the labor market. Regularly monitor and understand the production and business situation, engage in dialogue, listen, accompany, and support businesses in the spirit of a government that creates local authorities that serve the people.

Focus on disbursing public investment capital, the capital of three national target programs, and programs for economic and social recovery and development. Stimulate investment and consumption, and promote the "Vietnamese people use Vietnamese goods" movement. Assign leaders of the Provincial People's Committee to be directly in charge, conduct regular inspections and urge project investors to implement projects, and expedite the implementation of specific project groups, especially key projects, and works, to proactively address difficulties and obstacles during the implementation process. Emphasize that accelerating the disbursement of public investment capital is one of the driving forces for growth and a crucial political task in 2023. The results of public investment disbursement serve as a basis for evaluating, rewarding, nurturing, and promoting officials, as well as addressing cases of organizations or individuals failing to fulfill their disbursement tasks in 2023.

The city urgently presents to the Prime Minister for approval the Master Plan of Can Tho City for the period 2021-2030, with a vision towards 2050 in July 2023, including updating the allocation of social housing land in accordance with regulations. Effectively implement Resolution No. 33/NQ-CP dated March 11, 2023, of the Government on several solutions to remove obstacles and promote the healthy and sustainable development of the real estate market, accelerate the progress of reviewing and resolving difficulties and obstacles in specific real estate projects, especially large projects.

Enhance the implementation of social housing projects, and housing for workers, including planning and allocating sufficient land funds for social housing development. Efficiently utilize the capital from the 120 trillion VND credit package, contributing to the nationwide goal of constructing at least 1 million apartments by 2030. Review and require investors to strictly implement investment in social housing on the 20% land allocation in commercial housing projects and urban areas according to the general policy and approved project timeline. Additionally, study the mechanism for utilizing the pre-allocated 20% land fund for social housing in projects to implement social housing projects and report to the Standing Committee of the City Party Committee and the City People's Council for consideration and issuance of a Resolution to organize implementation.

Supporting and enhancing production and business

In addition, the Prime Minister also requested the State Bank of Vietnam to continue directing commercial banks to reduce input costs and unnecessary administrative expenses; reform administrative procedures; enhance the application of information technology and digital transformation; and continue to lower interest rates to support the people and businesses in promoting production, business, job creation, and improving the material and spiritual lives of the people.

The Ministry of Planning and Investment will provide guidance to localities (including Can Tho city) on legal procedures for investment and public-private cooperation, addressing obstacles and shortcomings related to investment, and issuing appropriate legal documents in accordance with the law for implementation.

The Ministry of Industry and Trade, in coordination with relevant ministries and agencies, will urgently complete the amendment and supplementation of Decree No. 95/2021/ND-CP dated November 1, 2021, and Decree No. 83/2014/ND-CP dated September 3, 2014, of the Government on petroleum business, following the sequence and simplified procedures, and report to the Government. Take the lead in coordinating with the provinces in the Mekong Delta region to expand the market to the Middle East, Qatar, and the United Arab Emirates (UAE). Promptly sign a Free Trade Agreement with Israel in the second quarter of 2023 and continue negotiations with other countries to open markets, especially the Halal product market, in which the Mekong Delta region has great potential and advantages for export.

The Ministry of Natural Resources and Environment will conduct research and amendments to Decree No. 08/2022/ND-CP dated January 10, 2022, of the Government, which provides detailed regulations on certain provisions of the Law on Environmental Protection, following the sequence and simplified procedures, and submit it to the Government in the third quarter of 2023.

The Ministry of Health urgently coordinates and agrees with the Ministry of Finance to issue a Circular guiding the construction of bidding prices for medical equipment at public healthcare facilities before June 15, 2023.

At the same time, other ministries, and agencies under the government will promptly conduct research, amendments, and supplements to regulations within their jurisdiction and propose amendments to overlapping, inconsistent, and non-uniform legal provisions (if exceeding their jurisdiction) to address difficulties and obstacles and ensure compliance with reality. Based on their functions, tasks, and authorities, they will proactively coordinate with localities to expedite the processing and resolution of specific tasks with defined completion timeframes, and counteract negative corruption and group interests in all activities.
