- Represent, protect legal, legitimate rights, benefits of union members, employees in the area.
- Deploy the implementation of Instructions, Resolutions of Executive Board, Presidium of Vietnam General Confederation of Labour and Resolutions of Municipal Trade-union Congress; the Party’s Instructions and Resolutions; the State’s law, policies. Participate in executive committee of the Party, municipal government agencies about socio-economical developing policies, plans and issues concerning life, jobs, working conditions of employees in the area. Organize patriotic emulation movements, social activities of employees in the area.
- Co-ordinate with the State’s appropriate authorities, Central government’s Trade-union to organize inspection, check on the implementation of law and policies directly concering to employees in offices, firms. Participate in local labour arbitration board, guide and direct the settlement of labour conflicts, participate in industrial accidents’ investigation, protect legal, legitimate rights and benefits of employees in the firms of the area.
- Direct local trade-union, district federation of labour, industrial zone’s trade-union, municipal head of the company’s trade-union and equivalent levels to implement tasks specified in Article 25, 26, 27 and 28 of this regulations.
- Guide, direct union locals of central government head of company’s trade-union and union locals directly under central government trade-union which are in the municipality with the contents below:
- Deploy the Party’s resolutions, security, national defense, socio-economical developing policies, plans.
- Co-ordinate with the State’s local appropriate authorities; check, inspect labour; investigate industrial accidents; solve complaint and denunciation on labour conflicts; represent and protect employees from employers, government agencies and in the process of procedure joining; check, inspect the implementation of regulations, policies for the employees.
- Educate to raise educational and vocational standards of employees, organize cultural,plysical activities, manage the culture house of employees, trade-union; organize job recommendation centers, legal counseling establishment in accordance with the rules of the State and Vietnam General Confederation of Labour.
